Book excerpt: Despite the extensive analysis of the historical, political and legal background of many Balkan conflicts in recent years, little attention has been paid to the tragedy of the Cham ethnic community. In 1913 the commission entrusted by the London Conference of Ambassadors to define the southern borders of the newly created state of Albania ended its proceedings with the Protocol of Florence, which provided that the territories inhabited by almost half of the Albanian population were exempted from the boundaries of the new state. While nearly 800,000 inhabitants found themselves within the new state of Albania, the territories inhabited by the remaining 700,000 ethnic Albanians became constituent parts of Serbia and Greece - the winners of the Balkan Wars. The land of the Chams, a coastal area between southern Albania and north-west Greece known as 'Chameria', was entirely incorporated into Greece. Since that time, the predominantly Muslim Chams have faced severe persecution and forced expulsion from their homes in Greece, particularly under the Metaxas regime, when the Chams were prohibited from using their own language outside of their home, and also during World War II, when Chams were persecuted in retaliation for their collaboration with the Axis powers. In the aftermath of World War II, the continued persecution of the Chams forced many to return to Albania, or to seek refuge in Turkey or the United States with the result that, after the war, only just over 100 Muslim Cham Albanians were left in Greece. In recent years, following the collapse of communism in Albania, when foreign travel again became possible, many have sought to return to their homelands in Greece and to regain their property. The documents gathered together in this book consist of records of the League of Nations and the British Mission, as well as documents assembled by other diplomatic missions between 1913 and the 1960s. Together, they address all of the periods of forced expulsions of the Cham population from Greece. The publication of these documents provides an unparalleled historical record of the Cham story. This book will be essential reading for scholars of Balkan history, politics and human rights. It will provide a fascinating insight into one of the forgotten tragedies of the twentieth century.

Since its publication this book has become a reference work for all students and scholars of Albanian History and Greek-Albanian relations. Being out of print and very difficult to find second hand, we had many requests from colleagues and younger students on where they could find and obtain the book. In 2007 the book was also translated and published in Albanian by Agim I. Tartari without the consent of the author. Subsequent unauthorized editions published in Tirana in 2020 by the Albanian Institute for International Studies have forced the author to make the book available again through printed and e -book editions. In Addendum I, one can find material regarding the last period of the Greek-Albanian rapprochement program. Part one sheds some light on the secret agreement of January 22, 1907 between Ismail Kemal Bey Vlora and the Greek Government of Giorgos Theotokis. In part two, I have included the secret negotiations between Faik Bey Konitza, and Lysimachos Kavtanzoglou, the Greek charge d'Affaires at Washington, from 1911 to 1912. Kemal and Konitza were "frenemies" with very different views on the rapprochement with Greece: Konitza favored the old concept of the Greco-Albanian dualistic state, while Kemal always envisioned an independent Albania. For the sake of completion, I have included a new chapter regarding the origin and formation of the Balkan League (Chapter 5). This was the only point of criticism from peers at the time of the publication of the first edition, as this is a key moment in Greek-Albanian relationships. After the territorial definition of Albania by the Porte in September 12, 1912, the dream of a "Greater Albania" comprised of the four vilayets (Shkodër, Kosova, Janina and Monastir) was real, although short-lived. This event forced Venizelos' hand to seek a temporary alliance with former enemy Bulgaria. Eventually Greece, Serbia, Montenegro and Bulgaria declared war against the Ottoman Empire and thus the First Balkan War was a reality. In this book the connection between the Aegean Islands and Northern Epirus was also stressed for the first time. After the Balkan wars, the Greek forces were in control of both the NE Aegean Islands and parts of Northern Epirus. At the London Peace Conference of the Ambassadors during 1912-1913, the two issues were linked by the chair of the conference, the British minister for foreign affairs Edward Grey. Finally Greece in compensation for her loss of Northern Epirus, was to obtain legal recognition of all the Aegean Islands in her possession but accepted to return to Turkey Imbros, Tenedos and Castellorizo. The Dodecanese remained under Italian occupation and were not included in the final exchange. The solution of returning them to Turkey under an autonomous regime proposed by Venizelos and Grey was not realized either. The issue of the Aegean Islands although closely linked with the Albanian issue was not expanded in the first edition as the emphasis was mainly on the effects of the February 13th 1914 decision on Northern Epirus. In Addendum II, there are three new articles regarding the Aegean Islands at the time of the London Conference of the Ambassadors, which are closely linked and supplement Chapter 7. Part IV includes a selection of important documents from the London P.R.O. dating from 1913 to 1914, which the author could not include in 1976 due to the technological limitations of that time.

Book excerpt: This study is concerned with the vocal iso(n) repertory, used, on the one hand, in the oral traditions of the multipart unaccompanied singing (IMUS) of the Southwest Balkans, or, more specifically, South Albania, North Epirus in Greece and a small part of the Republic of Macedonia (FYROM), and on the other hand in Byzantine chanting. The vocal iso(n) is an important component of these traditions, which are still practised today in the Southwest Balkans region. The study presents evidence on various manifestations of the practice in their particular geographical regions, and examines in detail the historical roots of these traditions. An ison, a drone holding-note, is the voice that provides the drone in Byzantine chanting. This chant is part of the liturgical music of the Orthodox Churches, in contrast to the IMUS, which has developed as a secular repertory. The Byzantine liturgical singing of the Arbëresh Diaspora of South Italy and Sicily, which has been passed down orally from the 15th century to the present day, as well as non-liturgical singing, is also explored in this book. The three unaccompanied forms of singing, two of which use the ison (IMUS and Byzantine chanting) and the third, the Arbëresh, which does not (with some exceptions in recent times), are analysed in separate sections of the book. Unlike many studies of similar subject matter, which suffer from a one-sided point of view because of national bias, this book is multifaceted and even-handed. While multipart singing in Albania is usually considered to be a solely Albanian phenomenon, in Greece, it is thought of as being Greek. In fact, the multipart singing of the Albanian and Greek, as well as Aromanian and some Slavic populations is more intrinsically bound to the region than to any ethnic group. The distinct sound of iso(n) singing echoes the internal and external historic influences of the region, interwoven with the complex modal idioms.
