Durante la época colonial, las leyes de Indias pretendieron regular esas relaciones manteniendo una cierta autonomía de las comunidades indígenas tradicionales. En el siglo XIX, el proyecto modernizador liberal planteó radicalmente la alternativa crucial entre la aceptación de aquel estatuto comunal indígena (que presuponía el usufructo de sus tierras así como la preservación de sus diversas lenguas y costumbres y sus modos de autogobernarse) y la disolución de todas las comunidades, la expropiación de sus tierras y la conversión de sus pobladores en ciudadanos mexicanos con iguales derechos y deberes que todos los demás. Esta segunda opción fue asumida por los liberales considerándola como la más justa con los indígenas y la más congruente con el proyecto modernizador de México. La aparición del movimiento agrarista durante la Revolución puso de nuevo sobre el tapete el problema indígena, pero la línea preconizada por Vasconcelos –y con él, por muchos antropólogos- retomó el proyecto libera decimonónico y se orientó hacia la postergación y paulatino acabamiento de las lenguas y costumbres tradicionales, la imposición de la lengua española como lengua oficial común a todos los mexicanos, y la adopción plena de la ciudadanía nacional. Aunque en le periodo cardenista, la reforma agraria y la institución de los ejidos, permitió un repunte de respeto a los pueblos indios y a su mediatizada autonomía, el entonces recién fundado Instituto Nacional Indigenista acabó promoviendo, en nombre del progreso y de la justicia social, la ciudadanización niveladora y el rechazo del régimen autonómico. En definitiva, la situación de los pueblos indígenas se agravó y acabó determinando el estallido de Chiapas. Este libro reconsidera de nuevo todo el problema con claridad y profundidad notables. Y vuelve a reorientar el debate en la dirección del respeto a los derechos indios y a la aceptación de un México multinacional.
