The BBC World Service and the British Council are the main government-funded bodies involved in public diplomacy activity, and in 2004-05, they received £225 million and £172 million of grant-in-aid respectively. The Committee's report examines the work of these two organisations, in light of the recommendations of the review by Lord Carter of Cole (more details available at http://www.fco.gov.uk/servlet/Front?pagename=OpenMarket/Xcelerate/ShowPageandc=Pageandcid=1007029395249) on the effectiveness of the Government's public diplomacy work, published in December 2005. The report makes 31 conclusions and recommendations, including the need for the Foreign Office to support an increase in the grant-in-aid funding for the BBC World Service so that it can introduce other television services such as the Arabic television news service; and that although it is appropriate for a Foreign Office minister to chair the new Public Diplomacy Strategy and Performance Management Board to ensure parliamentary accountability, this must not be allowed to compromise the editorial independence of the BBC World Service or the operational independence of the British Council.

Urgent action is required to safeguard water quality and availability in the UK and many areas of Europe which are already suffering from the effects of a significant lack of rain. The Government should bring forward the deadline for reforming the water abstraction regime, outlined in its Water White Paper ('Water for life', Cm. 8230, ISBN 9780101823029). More than 10% of rivers are abstracted to an extent that may damage water ecosystems, but the Government has set a target of the mid to late 2020s for reforming the regime, which fails to respond to the urgency of the situation. Other recommendations include: the EU must start planning immediately for a future in which water resources will be increasingly uncertain; the Government must allow the cost of water to increase where other measures to tackle water scarcity have failed; more must be done to promote the catchment level as an important level of governance, in the Blueprint for the future of the EU's water resources (due later this year); local stakeholders (for example, rivers trusts, amenity groups, anglers and farmers) should be allowed to play a much greater role in decisions on issues such as river catchments, in order to reconnect people with the value of water as a resource; and the EU should encourage all Member States to develop national water scarcity and drought management plans.

The resulting decrease in the efficacy of antibiotics threatens our ability to combat infectious diseases. Rapid point-of-care tests to identify pathogens and better target the appropriate treatment could greatly improve the use of antibiotics. Yet there are few such tests currently available or being developed despite the rapid pace of medical innovation. Clearly something is inhibiting the much-needed development of new and more convenient diagnostic tools. This study delineates priorities for developing diagnostics to improve antibiotic prescription and use with the goal of managing and curbing the expansion of drug resistance. It calls for new approaches particularly in the provision of diagnostic devices and in doing so outlines some of the inadequacies in health science and policy initiatives that have led to the dearth of such devices. The authors make the case that there is a clear and urgent need for innovation not only in the technology of diagnosis but also in public policy and medical practice to support the availability and use of better diagnostic tools. This book explores the complexities of the diagnostics market from the perspective of both supply and demand unearthing interesting bottlenecks some obvious some more subtle. It calls for a multifaceted and broad policy response and an overhaul of current practice so that the growth of bacterial resistance can be stemmed.

Some 1.8 million businesses are registered for VAT and 1.8 million companies registered to file Company Tax returns, which cover their liability for Corporation Tax. This report examines the performance of HM Revenue & Customs in securing and processing VAT and Company Tax returns from businesses which should submit them. It covers: getting the returns in on time; efficiency in dealing with the returns; customer service and the compliance burden on businesses making returns. Over the last three years the number of Company Tax returns filed on time has remained broadly stable at 77 to 79 per cent and VAT return compliance rate has stabilised at 85 per cent. The Department does not have readily available information on the total number of Company Tax returns outstanding from all previous years. It also does not know the potential tax liability arising from all missing returns. At least £1.5 billion of tax is in doubt from late and non-filed VAT and Company Tax returns. The level and the way in which penalties are applied for late filing for the two tax returns has not proved effective in further improving compliance. The report finds online filing of returns could improve efficiency, and welcomes reduction in staff costs and improvements in customer service. The NAO make a number of recommendations, which may be implemented quickly and at low cost, aimed at yielding efficiency savings, reduce tax at risk, and improve the Department's progress towards its targets.

It finds that an absence of clear and precise definition of terms meant that policy and different levels of strategy became muddled, leading to unintended and unwelcome outcomes. Drawing on the evidence it received, the Report sets out clear definitions for national or 'grand' strategy, operational strategy and policy. PASC have produced a number of recommendations to overcome the barriers to working strategically in Government. Central to these recommendations is that the Government should publish an annual 'Statement of National Strategy' in Parliament which reflects the interests of all parts of the UK and the devolved policy agendas. The report states that the Cabinet and its committees are accountable for decisions, but there remains a critical unfulfilled role at the centre of Government in coordinating and reconciling priorities across departments, and of long-term and short-term goals. The report concludes that the government's six strategic aims as provided to PASC are "too meaningless to serve any useful purpose". The strategic aims of the Government, informed by public opinion, should reflect the UK's national character, assets, capabilities, interests and values, and provide an indication of the objectives which policies must achieve
