It focuses on the strategic planning responsibilities of the Chairman of the Joint Chiefs of Staff because planning at that level provides the critical nexus between the strategic direction provided by the National Command Authorities and its implementation by the unified combatant commands and military departments. The authors' thorough understanding of the statutory requirements for strategic planning and the interactions between the Chairman's complex strategic planning process and other key DOD planning systems enables them to explicate today's strategic planning challenges and offer insightful recommendations. Strategic planning in the post-Cold War era has proven to be exceptionally problematic. The plethora of national and international tensions that the east-west confrontation of the Cold War in large measure subdued combine now to create a world replete with diverse challenges to U.S. interests. Equally disturbing is the fact that these challenges are not as clearly defined and easily articulated as was the monolithic Soviet threat. The authors point out that the Cold War provided inherent stability in U.S. strategic planning and that the basic elements of a strategic military plan evolved over time. They go on to argue that the elimination of the National Military Strategy Document and the abandonment of the Base Case Global Family of Operation Plans amounted to recision of the Chairman's strategic plan, and that nothing has been developed to take its place.

Book excerpt: Since the early 1960s, the U.S. strategic nuclear posture has been composed of a triad of nuclear-certified long-range bombers, intercontinental ballistic missiles, and submarine-launched ballistic missiles. Since the early 1970s, U.S. nuclear forces have been subject to strategic arms control agreements. The large numbers and diversified nature of the U.S. nonstrategic (tactical) nuclear forces, which cannot be ignored as part of the overall nuclear deterrent, have decreased substantially since the Cold War. While there is domestic consensus today on the need to maintain an effective deterrent, there is no consensus on precisely what that requires, especially in a changing geopolitical environment and with continued reductions in nuclear arms. This places a premium on having the best possible analytic tools, methods, and approaches for understanding how nuclear deterrence and assurance work, how they might fail, and how failure can be averted by U.S. nuclear forces. U.S. Air Force Strategic Deterrence Analytic Capabilities identifies the broad analytic issues and factors that must be considered in seeking nuclear deterrence of adversaries and assurance of allies in the 21st century. This report describes and assesses tools, methods - including behavioral science-based methods - and approaches for improving the understanding of how nuclear deterrence and assurance work or may fail in the 21st century and the extent to which such failures might be averted or mitigated by the proper choice of nuclear systems, technological capabilities, postures, and concepts of operation of American nuclear forces. The report recommends criteria and a framework for validating the tools, methods, and approaches and for identifying those most promising for Air Force usage.

In Fateful Transitions, Daniel M. Kliman revisits historic power shifts to shed light on enduring patterns in international relations, demonstrating that the regime type of ascendant powers greatly influences global interactions. Since the late nineteenth century, the world's major democracies have tended to accommodate or conciliate ascendant democratic states. Certain attributes of democracy, such as a free press and domestic checks and balances, encourage trust during power shifts, whereas closed and autocratic regimes on the ascent tend to produce a cycle of suspicion, competition, and confrontation. Drawing on democratic peace theory and power transition theory, Kliman compares Great Britain's embrace of U.S. ascendancy in the early twentieth century to its confrontational stance toward autocratic Germany and later U.S. mistrust of the Soviet Union. Dr. David Jablonsky, Professor of National Security Affairs at the Army War College, posits that the current challenge is to understand the role of both change and continuity in the dual aftermath of the end of the Cold War and a great military victory in the Persian Gulf War. The seeming end to the threat posed by the East-West confrontation of the past fifty years notwithstanding, the international community still looks to the United States, the world s only superpower, for leadership. But, argues Dr. Jablonsky, the U.S. military is caught between having to trim its size and force structure on the one hand, while preparing for a plethora of nontraditional missions on the other. Dr. Jablonsky makes the case that despite the vastly changed world order, basic principles of international relations still apply, and the United States would be ill-served by abandoning those principles. The current U.S. national security strategy and its derivative national military strategy are, indeed, products of change and continuity resulting from the dynamics established in inter-state relations over the past fifty years as well as by the end of the Cold War. For whatever else may have changed, national security remains the primary duty of the nation-state and the responsibility for achieving that mission still belongs to the military.
