C'est dire si le XXe siècle, siècle de guerre et de fureur, a vu aussi la naissance et l'affirmation de l'idéal de sécurité collective. Certes, la route a été jalonnée de revers : impuissance de la SDN devant la montée des périls de l'entre-deux-guerres, paralysie de l'ONU à l'époque de la guerre froide, instrumentalisation de l'Organisation par les grandes puissances. Néanmoins, l'objectif d'universalité a été atteint : en 2006,189 États sont membres de l'ONU, quand 27 à peine avaient fondé la SDN en 1919. Dans le même temps, de solides institutions ont émergé et, aujourd'hui, une véritable " nébuleuse onusienne " tisse sa toile dans le monde entier, abordant tous les sujets, de la prévention des conflits à la lutte contre la pauvreté et les grandes pandémies. En outre, depuis la fin de la guerre froide, on assiste à un véritable renouveau de l'ONU, en particulier parla multiplication et l'approfondissement des opérations de maintien de la paix et par les progrès de la notion de " droit d'ingérence " (voir le succès des tribunaux pénaux internationaux). Toutefois, l'ONU est aujourd'hui à la croisée des chemins. La guerre d'Irak (2003) a montré que la fin de la guerre froide donnait à l'hyper-puissance américaine la possibilité de choisir entre le " cavalier seul " de l'unilatéralisme et les règles contraignantes du multi-latéralisme. En outre, les questions des finances et des statuts de l'ONU demeurent en suspens. Cet ouvrage, dans une perspective résolument historique, s'efforce de rappeler les jalons de cette histoire tout en donnant les clés de compréhension de la situation actuelle de l'ONU.
