If the reverse is the case (and more often it is), then you can subdue it and make it easier to handle, in several ways. If to be had get some very fine sand, or silt, and put this on your garden 3 to 6 inches deep. Then plow or spade it under and turn it up again and keep working it over and into the native soil.
