Book excerpt: The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) issued joint planning regulations in response to the requirements set forth in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The joint planning regulations include provisions for major investment studies (MISs) where there are high-cost and high-impact transportation alternatives being considered. MIS regulations have now been in effect for more than two years. The Transportation Research Board (TRB) was asked to convene a conference of State and local planning practitioners involved in MIS activities. The conference focused on the following four topic areas: (1) policy issues; (2) the relation of MISs to the overall planning and project development process; (3) management and institutional issues affecting MISs; and (4) the transportation decision process for the MIS. This Circular contains the conference proceedings.

Yet, by and large, these are partial; in fact, much weight is often placed on the initial -pre-engineering -phases of the planning process, when vital information, such as accurate costs and demand projections, is largely missing. Moreover, many of these procedures neglect to consider key issues such as project’s risks, capital costs financing, latent demand, market imperfections, labor force availability and various incompatibilities between trip rates, travel times and activity location. As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Against this background, this book’s main objective is to construct a comprehensive and methodical economic, planning and decision-making framework for the evaluation of proposed transportation infrastructure investment projects. Such a framework is founded on four key principles. It is based on well-established economic, transportation and policy-analysis theoretical principles; it is comprehensive enough to encompass all relevant evaluation issues; it is applicable to a wide range of transportation investment projects; and it is amenable to empirical application including a sensitivity analysis and alternative scenarios regarding urban, regional and national developments.

Major additions to transportation infrastructure, including high-speed rail, are being considered for some of the country’s most heavily traveled 100- to 500-mile corridors. The availability and use of the automobile, airplane, and train for interregional travel are reviewed along with the rejuvenated intercity bus. U.S. interregional corridors and transportation options are contrasted with those in Japan and Europe, where substantial investments have been made in passenger rail. Public investments in new, long-lived transportation infrastructure can be risky because of uncertainty about future demand and the development of new technologies and competing transportation services. Decisionmakers in interregional corridors face the added challenge of having to coordinate investments across multiple jurisdictions. The report recommends actions to reduce this uncertainty and create stronger institutional means for developing the country’s interregional corridors. Elements of improving economic vitality include better access to markets and labor force, reduced cost of delay, reduced congestion, improved safety, reduced pollution, and a better quality of life. However, the ways in which new and improved highway capacity influences economic vitality are complex and often indirect. This project had three objectives: (1) to provide a resource to help determine the net changes in the economic systems of an area impacted by a transportation capacity investment; (2) to provide data and results from enough structured cases that project planners in the future can use the cases to demonstrate by analogy the likely impacts of a proposed project or group of projects (plan); and (3) to demonstrate how this fits into collaborative decision making for capacity expansion."--proj. desc. This project produced 100 case studies of already-built highway capacity projects and their economic development impacts. To accomplish this, the study team compiled pre/post economic and land development data and conducted local interviews, in order to portray the actual, observed economic development impacts of those projects. The results were put into a database and classified by type of project and local setting. An accompanying web tool, called T-PICS (Transportation Project Impact Case Studies), was developed to provide access to the case study information so it can be used to portray the range of economic development impacts occurring as a result of different types of projects in different settings.
