The MCX was asked to locate and assess archaeological collections derived from Army lands, to identify the Native American or Native Hawaiian organizations culturally affiliated with the collections, and to draft Section 6 Summary letters for each installation. A two-stage process was used to identify, locate and assess the contents of the collections, consisting of archival research and telephone interviews with the repository personnel. This report conveys the results of the collection research completed for the compliance with Section 6 of NAGPRA.

Book excerpt: Site 16 was investigated with subsurface borings to establish the geological setting and to evaluate the possible presence of buried waste and contaminated ground water. Magnetic and conductivity surveys suggested only one unexplained weak anomaly within an area of possible waste burial in the past. Three new monitoring wells together with two placed in 1981 surround the suspect area on the down-gradient side. Analysis of water samples taken one month and two months after installation of these wells revealed no parameters exceeding Federal primary drinking water standards. The concentration of chromium in the ground water is substantially lower than previously reported. The site is considered to be free of serious contamination.

Its purpose is to study an existing system, that of the Line Star Army Ammunition Plant, to determine whether any improvements are possible. An inventory model is developed that is applicable to the system in question. The model is evaluated on the basis of comparison with other well-known forecasting techniques, the comparison criteria being that of forecast error. Conclusions reached from this analysis are as follows: The present control system is adequate, provided that the suggested model is used to augment it; the model suggested would be much more effective if a truer representation of usage were maintained in stock records.

Book excerpt: An explosion occurred in bay 9, building G-11, Lone Star Army Ammunition Plant (AAP), Texarkana, TX, at approximately 1417, 15 May 1991. There were no injuries or deaths. Building G-11 was being used to remotely mix 45 pounds of igniter mix. The igniter mix is used in the tracer element of the 120mm family of tank gun ammunition. All items are produced under third-party contract by Day & Zimmermann, Inc. Operations prior to the explosion proceeded normally. The operator had completed one batch of igniter mix earlier in the day. He was mixing the second batch of the day and remotely dumping it onto the dial table when the incident occurred. The physical evidence and examination of the videotape indicate ignition took place outside the mixing bowl on the dial table. The reaction was centered on the draw-off dial between the 11 o'clock and 2 o'clock position. This is indicated by the bending of the dial table, other physical evidence, and the high-speed videotape. This caused a hot spot between the 12 o'clock and 1 o'clock position resulting in the ignition of mix on the dial. This resulted in propagation to the remaining mix on the dial, in the collection containers, and in the mixer. The ignition may be attributable to either electrostatic discharge or friction and heat.

Determine the feasibility of Total Energy (TE), Selective Energy (SE), and Central Heating Plant (CHP) concepts using alternative fuels. In essence, an assessment of the entire energy picture at LSAAP was undertaken. This report is a summary of that effort. LSAAP was originally built during 1941 and 1942 as a shell loading plant for the Army. After World War II, the facility was deactivated until 1951 when it was reactivated as a Government Owned, Contractor Operated (GOCO) facility. Day and Zimmerman was selected as the operator in 1951 and has been the operating contractor ever since. Located just west of Texarkana, Texas, LSAAP encompasses an area of approximately 15,546 acres. The primary mission of LSAAP is to load, assemble and pack ammunition and ammunition components for the Army.
