Loin de ne concerner que la seule sphère du bâti, celles-ci modifient en pratique les règles présidant à l'implantation de l'habitat dans le territoire, et ce faisant, à la fabrique de la ville. Elles valident en effet l'engagement de nouveaux acteurs, les pouvoirs publics, dans un champ d'intervention urbaine resté jusqu'alors principalement dévolu à l'initiative privée, l'intérieur des îlots. Mais l'action de loger a-t-elle été pour autant articulée à celle d'aménager la ville? Si c'est le cas, selon quelles modalités et avec quelles visions de la ville? Ce travail propose une lecture généalogique des termes selon lesquels la question de l'intégration territoriale de l'habitat modeste a été posée par les réformateurs et décideurs, avant de voir, au niveau local, comment s'est construit le rapport de ces logements aux lieux.

L’action de loger a-t-elle, ainsi, été articulée à celle d’aménager l’espace urbain ? Y sont d’abord présentées les grandes caractéristiques de l’espace formé par ces habitations à bon marché, puis étudiés les grands débats nationaux qui conduisent à l’adoption de l’appareil juridico-financier de production du logement social. L’étude se clôt par une analyse de la réception de ces politiques par deux communes aux profils très différents, Nantes, grande ville portuaire en pleine reconversion économique, et Neuilly/Marne, petit bourg rural de la région parisienne, confronté à une urbanisation sans précédent.

Book excerpt: This book explores the history of Syria’s borders and boundaries, from their creation (1920) until the civil war (2011) and their contestation by the Islamic State or the Kurdish movement. The volume’s main objective is to reconsider the “artificial” character of the Syrian territory and to reveal the processes by which its borders were shaped and eventually internalized by the country’s main actors. Based on extensive archival research, the book first documents the creation and stabilization of Syrian borders before and during the mandates period (nineteenth century to 1946), studying Ottoman and French territorialization strategies but also emphasizing the key role of the borderlands in this process. In turn, it investigates the perceptual boundaries resulting from the conflict, and how they materialized in space. Book excerpt: Too often we think of the modern political state as a universal institution, the inevitable product of History rather than a specific creation of a very particular history. Bertrand Badie and Pierre Birnbaum here persuasively argue that the origin of the state is a social fact, arising out of the peculiar sociohistorical context of Western Europe. Drawing on historical materials and bringing sociological insights to bear on a field long abandoned to jurists and political scientists, the authors lay the foundations for a strikingly original theory of the birth and subsequent diffusion of the state. The book opens with a review of the principal evolutionary theories concerning the origin of the institution proposed by such thinkers as Marx, Durkheim, and Weber. Rejecting these views, the authors set forward and defend their thesis that the state was an "invention" rather than a necessary consequence of any other process.
