Book excerpt: Pendant plus d'un décennie de transition, les PECO se sont dotés d'institutions leur permettant d'assurer le passage vers une économie de marché. Parmi celles-ci, la banque commerciale est considérée comme une des plus importante. Les stratégies bancaires ont évolué à cause de l'environnement économique et concurrentiel changeant et suite à l'arrivée des banques étrangères. Nous montrons que grâce à la présence de ces dernières, à la nouvelle règlementation bancaire et à la stabilisation de ces économies, le secteur bancaire octroie plus de crédits, surtout aux ménages. Les banques arrivent même à isoler cette offre de crédit de tout choc manétaire. La politique monétaire se transmet plus facilement à travers les banques étrangères et les établissements de petite taille ou peu capitalisés. Le pouvoir de marché réduit aussi toute incitation à la prise de risque, induite par l'assurance-dépôt et la règlementation prudentielle. Ce résultat théorique que nous trouvons est plus prononcé sous la règlementation prudentielle de Bâle 2, à condition que la prime de risque soit faible. L'étude économétrique effectuée sur les banques des PECO en est la confirmation. Nous mesurons ensuite l'importance de la concurrence dans l'orientation des stratégies. Son niveau calculé économétriquement, reflète une pression concurrentielle sur les marchés des PECO, qui évolue avec l'arrivée des banques étrangères. Celles-ci mènent une stratégie offensive, contrairement aux établissements domestiques. Nous montrons théoriquement qu'une offensive est possible si la banque est plus efficiente par rapport à ses concurrentes, ce qui est le cas pour les banques étrangères installées dans les PECO.

Il montre comment des firmes bancaires qui appartenaient initialement a des marches compartimentes, reagissent en termes de comportement, de cout et de performance, lorsqu'elles se retrouvent dans un espace commun de concurrence, comme cela est en passe d'etre le cas pour le marche unique des services financiers europeen. Dans une premiere partie, nous presentons les mecanismes reglementaires mis en oeuvre pour conduire la transition des systemes bancaires nationaux vers une europe des banques. Dans une seconde partie, une analyse de la demande de services bancaires montrant le lien entre les comportements de consommation, et les distorsions de la concurrence bancaire (asymetrie d'information, switching costs...) est proposee. Puis, nous etudions l'impact de l'eviction des barrieres a la mobilite sur la structure des marches bancaires en utilisant notamment une approche a la hotelling-salop'qui nous permet de considerer la dimension locale de la concurrence bancaire. Enfin, une analyse des travaux empiriques portant sur les indicateurs de cout calcules a partir de fonctions de cout multiproduit (forme fonctionnelle de type translog, ou cobb-douglas) nous permet de tirer des enseignements sur la configuration des firmes bancaires en termes de taille, de diversification et d'efficience. La derniere partie qui traite de la strategie des banques se veut une synthese appliquee des points precedents. Parmi les principaux resultats etablis dans ce travail, nous montrons que les distorsions de la concurrence et les pouvoirs de marche tenant, entre autres, a la dimension spatiale des marches de services bancaires et a la persistance de barrieres economiques, limitent la portee de la convergence des prix engendree par l'integration.

Book excerpt: Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.
