It is crucial to recognize that they have their own strategies to secure their livelihoods which vary from household to household depending on numerous factors such as their socio-economic status, education and local knowledge, ethnicity, and stage in the household life cycle. At the same time, the strategies of these different groups of people are heavily influenced by and respond to the broader socio-economic, cultural, political, religious and institutional context in which they live. In many cases, the strategies of different groups are complementary and mutually beneficial while in some cases they may uncover latent conflicting interests that call for negotiation and resolution.

Book excerpt: In considering the contribution that Rural Local Institutions (RLIs) can make to Sustainable Livelihoods (SLs), authors bring together two important concerns that emerged among development practitioners in the 1980s and 1990s, respectively. RLIs are important for addressing and mitigating factors of insecurity and instability, dealing in particular with various aspects of vulnerability. RLIs can also support participation (voice), conflict mitigation (peace), and external linkage (market expansion). Generally they produce a variety of public goods at local levels even if focused on narrower objectives. Households and communities are multiply linked, or potentially linked, having many economic, social, information and other connections with distant kin, enterprises and diverse institutions within the country and often internationally. This paper focused on institutions that in fact have some organizational structure, seeking to make them more amenable to introduction and improvement. These are institutions that can have leadership and purposeful direction. Those of which this cannot be said are certainly of similar importance; however, they function very differently.

More than a global environmental issue, climate change and variability threaten to reverse recent progress in poverty reduction and economic growth. Both now and over the long run, climate change and variability threatens human and social development by restricting the fulfillment of human potential and by disempowering people and communities in reducing their livelihoods options. Communities across Latin America and the Caribbean are already experiencing adverse consequences from climate change and variability. Precipitation has increased in the southeastern part of South America, and now often comes in the form of sudden deluges, leading to flooding and soil erosion that endanger people s lives and livelihoods. Southwestern parts of South America and western Central America are seeing a decrease in precipitation and an increase in droughts. Increasing heat and drought in Northeast Brazil threaten the livelihoods of already-marginal smallholders, and may turn parts of the eastern Amazon rainforest into savannah. The Andean inter-tropical glaciers are shrinking and expected to disappear altogether within the next 20-40 years, with significant consequences for water availability. These environmental changes will impact local livelihoods in unprecedented ways. Poverty, inequality, water access, health, and migration are and will be measurably affected by climate change. Using an innovative research methodology, this study finds quantitative evidence of large variations in impacts across regions. Many already poor regions are becoming poorer; traditional livelihoods are being challenged in unprecedented ways; water scarcity is increasing, particularly in poor arid areas; human health is deteriorating; and climate-induced migration is already taking place and may increase. Successfully reducing social vulnerability to climate change and variability requires action and commitment at multiple levels. This volume offers key operational recommendations at the government, community, and household levels with particular emphasis placed on enhancing good governance and technical capacity in the public sector, building social capital in local communities, and protecting the asset base of poor households.

Book excerpt: Local institutions play a fundamental role in governing access to resources, shaping delivery of services, and determining the experience of governance at local level. They are the principal mechanism to channel external interventions, resources, and assistance to poor households, women, and disadvantaged groups. This note presents the findings of a five-country research project, which focused on the role of local rural institutions and their institutional networks in shaping governance and livelihoods outcomes in rural areas, particularly for more marginal and disadvantaged populations. The first section outlines the Institutional Analysis and Development (IAD) framework that guided the case studies and analysis. The second summarizes key findings on how to promote better governance and livelihoods outcomes through local institutions. Two of the major findings of the study are that better performance on accountability is positively associated with greater equity in benefit distribution; and that stronger institutional linkages play a positive role in enhancing livelihoods, and in the distribution of livelihoods benefits. The third section presents implications of the study. The note is relevant to a large portfolio of World Bank development projects that partner with local institutions as entry points to achieve their objectives.

Current policies and wetland management are too frequently underpinned by a perspective that views agriculture simply as a threat and disregards its important contribution to livelihoods. In rural areas where people are entrenched in poverty, wetlands (in particular wetland agriculture) have a critical role to play in supporting and developing peoples' livelihoods. Furthermore, as populations rise and climate change takes grip they will be increasingly important. The authors argue that an approach to wetland management that is much more people focused is required. That is an approach that instead of being concerned primarily with environmental outcomes is centred on livelihood outcomes supported by the sustainable use of natural wetland resources. The authors stress the need for Integrated Water Resource Management and landscape approaches to ensure sustainable use of wetlands throughout a river catchment and the need for wetland management interventions to engage with a wide range of stakeholders. They also assess the feasibility of creating incentives and value in wetlands to support sustainable use. Drawing on nine empirical case studies, this book highlights the different ways in which sustainable use of wetlands has been sought, each case focusing on specific issues about wetlands, agriculture and livelihoods.
