Book excerpt: Lobbying can improve policy making by providing valuable insights and data, but it can also result in unfair advantages for vested interests if the process is opaque and standards are lax. Lobbying is resource intensive. The financial services sector in the United States spent USD 3.4 billion lobbying the federal government between 1998 and 2008, principally promoting the deregulation of the financial sector. Legions of lobbyists provide "guns for hire" worldwide. In 2008, there were over 5,000 registered lobbyists in Canada at the national level, while the European Commission in Brussels had over 2,000 registered as of August 2009. This report reviews the experiences of Australia, Canada, Hungary, Poland, the United Kingdom and the United States with government regulations designed to increase scrutiny for lobbying and lobbyists. Current approaches, models, trends and state-of-the-art solutions are examined to support a deeper understanding of the potential and limitations of existing norms. The report also presents building blocks for developing a framework for lobbying that meets public expectations for transparency, accountability and integrity.--Publisher's description.

Book excerpt: Lobbying, as a way to influence and inform governments, has been part of democracy for at least two centuries, and remains a legitimate tool for influencing public policies. However, it carries risks of undue influence. Lobbying in the 21st century has also become increasingly complex, including new tools for influencing government, such as social media, and a wide range of actors, such as NGOs, think tanks and foreign governments. This report takes stock of the progress that countries have made in implementing the OECD Principles for Transparency and Integrity in Lobbying. It reflects on new challenges and risks related to the many ways special interest groups attempt to influence public policies, and reviews tools adopted by governments to effectively safeguard impartiality and fairness in the public decision-making process.

Available in PDF, EPUB and Kindle. Book excerpt: Governments worldwide are developing sunshine policies that increase transparency in politics, where a key initiative is regulating lobbyists. Building on the pioneering first edition, this book updates its examination of all jurisdictions with regulations, from the Americas, Europe, Middle East, Asia, and Australia. Unlike any book, it offers unique insights into how the regulations compare and contrast against each other, offering a revamped theoretical classification of different regulatory environments and situating each political system therein. This edition innovatively considers different measurements to capture the robustness of lobbying laws in terms of promoting transparency and accountability. And, based on the authors’ experience of advising governments globally, it closes with a no-nonsense guide on how to make a lobbying law. This is of value to policymakers seeking to introduce or amend regulations, and lobbyists seeking to influence this process.

Book excerpt: This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary. This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria. The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made.
