Ce débouché, autrefois non investi par les producteurs biologiques, est devenu un des leviers pour développer l'agriculture biologique dans les territoires. Les réseaux professionnels de l'agriculture biologique, dont fait partie le Groupement des Agriculteurs Biologiques du Morbihan (GAB 56), sont impliqués dans ce domaine. Ils ont su au fil du temps capitaliser un savoir-faire pour accompagner les collectivités et les producteurs bio souhaitant nouer des partenariats. Malgré tous les efforts fournis, des difficultés subsistent car ces partenariats restent souvent fragiles. Par conséquent, des travaux restent à effectuer pour améliorer les démarches de rapprochement entre l'offre et la demande et pérenniser les échanges. Le Pays de Pontivy en est l'illustration, puisque les initiatives menées depuis 2005 pour introduire des produits biologiques dans les cantines des écoles élémentaires ont rencontré des difficultés. Encouragé par les acteurs locaux, le GAB 56 a pu porter un projet pour relancer ces initiatives, grâce à des financements européens LEADER. Ce mémoire fait état du travail d'enquêtes réalisé auprès des producteurs bio, des communes et des opérateurs, pour déterminer la meilleure manière de structurer une filière d'approvisionnement des cantines en produits bio locaux. Au-delà de l'étude d'un cas concret, ce travail est un apport supplémentaire qui illustre l'importance de structurer l'approvisionnement en tenant compte des spécificités du territoire. Mais surtout, il nous montre qu'au-delà des problèmes d'ordre technique et logistique, une place importante doit être donnée au processus de dialogue et de concertation nécessaire à l'instauration de partenariats pérennes entre les acteurs.

Est-ce que les garanties proposées par cette certification peuvent intéresser les collectivités territoriales pour l'approvisionnement alimentaire en restauration collective ? Pour ce faire, nous avons analysé deux territoires d'étude, afin d'identifier les exigences et les garanties attendues par les collectivités pour l'approvisionnement de la restauration collective au travers de l'étude des marchés publics et d'entretiens semi-directifs. Ce travail a permis de vérifier si les garanties attendues par les collectivités sont en adéquation avec celles proposées par la certification du réseau, et d'émettre des préconisations lorsque des ajustements sont nécessaires.

The measuring empowerment framework, rooted in both conceptual discourse and measurement practice, illustrates how to gather data on empowerment and structure its analysis. The framework can be used to measure empowerment at both the intervention level and the country level, as a part of poverty or governance monitoring. The authors first provide a definition of empowerment and then explain how the concept can be reduced to measurable components. Empowerment is defined as a person's capacity to make effective choices--that is, the capacity to transform choices into desired actions and outcomes. The extent or degree to which a person is empowered is influenced by personal agency (the capacity to make purposive choice) and opportunity structure (the institutional context in which choice is made). Asset endowments are used as indicators of agency. These assets may be psychological, informational, organizational, material, social, financial, or human. Opportunity structure is measured by the presence and operation of formal and informal institutions, including the laws, regulatory frameworks, and norms governing behavior. Degrees of empowerment are measured by the existence of choice, the use of choice, and the achievement of choice. Following the conceptual discussion and the presentation of the analytic framework, the authors show how the measuring empowerment framework can be applied using examples from four development interventions. Each example discusses how the framework guided analysis and development of empowerment indicators. They also present a draft module for measuring empowerment at the country level. The module can be used alone or be integrated into country-level poverty or governance monitoring systems that seek to add an empowerment dimension to their analysis.
