Selon leur reconnaissance Cotorep et leur orientation professionnelle, ces travailleurs évoluent vers les centres d'aide par le travail, vers les ateliers protégés ou vers le milieu ordinaire. Certains dysfonctionnements concernant l'insertion professionnelle des personnes handicapées sont soulevés et des propositions d'optimisation du dispositif économique sont faites en vue de la valorisation des travailleurs handicapés. Les dispositifs étrangers sont soumis à l'étude pour élargir le champ des recherches et des observations. Ainsi, la thèse se décompose en trois mouvements : 1) l'observation économique du dispositif français de mise au travail des personnes handicapées et plus précisément, la variation du coût d'un travailleur handicapé, selon la structure de travail, par rapport à une personne handicapée sans emploi 2) la proposition d'amélioration du dispositif avec une indexation des rémunérations directes sur la valeur ajoutée, la mise en place d'une grille de rémunération formalisée et normalisée, et enfin, la suppression de l'allocation aux adultes handicapés et son remplacement par une formule incitant à l'évolution vers une structure moins protégée 3) le parcours dans les modèles étrangers de mise au travail des personnes handicapées, la recherche de modèles transposables et l'observation des fonctionnements et dysfonctionnements.

It is a document of advocacy/indictment and lobbying in favor of the development, protection and improvement of the social conditions of the elderly and persons with disabilities in Africa in terms of health, food, housing, environment, social protection, income maintenance, employment and education, given their increasing numbers in relative and absolute terms. The issue of socially vulnerable people is thus brought to the forefront of important, if not permanent, political-social and scientific concerns. It is the subject of recurrent investigations and reflections within the special mechanism of the African Union, the Working Group on Elderly Persons and Persons with Disabilities of the African Commission on Human and Peoples' Rights. The initial assignment is to build legal, psychological, socio-anthropological and political vehicles in order to initiate positive change and sustainable protection of VHPs, as well as customary protocols for their valorization in African cultures and traditions.
