La part des échanges de produits similaires a augmenté de manière significative : le commerce est donc passé d'un schéma de spécialisation fondé sur des coûts salariaux bas à l'Est, à un commerce s'appuyant sur la convergence des structures de production. Les gains en termes d'augmentation de la production et des échanges sont supérieurs dans ce type de commerce fondé sur l'existence de rendements d'échelle croissants, tandis que l'impact sur la rémunération des facteurs de production exposés à la concurrence est limité, puisque la production de biens similaires n'est pas directement menacée par l'ouverture des frontières. Les effets globaux devraient être a priori limités pour l'UE, mais non au niveau sectoriel ou pour certains pays membres. Le coeur économique de l'Europe est à l'Ouest, et le trop faible poids (en termes de PIB) des Peco fait que l'essentiel du choc de l'intégration est ressenti à l'Est : l'UE dans son ensemble ne peut pas être affectée de manière significative par une libéralisation qui ne touche que 4% de ses exportations. Pour évaluer de manière précise les coûts et les avantages de l'élargissement, pas seulement au niveau macro-économique, mais aussi à un niveau sectoriel suffisamment fin, où les impacts peuvent être plus significatifs, on a besoin d'une représentation des économies européennes qui prenne en compte tous les mécanismes de diffusion possibles du choc de l'accession. L'outil adéquat d'analyse des interdépendances économiques, de la transmission des marchés de biens vers le marché des facteurs (salaires et emploi notamment), est le modèle MIRAGE développé au CEPII avec la collobration de l'ITC. Qu'entend-t-on par élargissement ? D'abord la libéralisation des protections résiduelles qui prennent essentiellement la forme de mesures antidumping : par exemple la protection dans l'agriculture opposée par l'UE aux exportations polonaises représente un équivalent tarifaire de 77%. Comparé à une référence dans laquelle il n'y a pas de libéralisation, les importations agricoles augmentent en France de 3%, et les exportations de seulement 0,5%. L'impact sur la production totale est faible, et la rémunération des facteurs évolue légèrement au détriment du travail non qualifié, mais l'ordre de grandeur est faible. Dans le reste de l'UE les importations (exportations) augmentent de 25% (35%) : l'impact est cette fois-ci sensiblement plus élevé, l'Allemagne et l'Autriche étant les deux pays absorbant l'essentiel du choc de l'intégration. On ajoute ensuite deux hypothèses qui traduisent un degré d'intégration plus poussé : une hypothèse selon laquelle l'accession favorise la croissance et la convergence (accélération de la productivité), et une hypothèse selon laquelle les entreprises prennent leurs décisions (investissement et prix de vente) à l'échelle de l'Europe élargie et sont soumises à une concurrence (monopolistique) plus vive qui les pousse restructurer. Le modèle reproduit en les amplifiant les résultats du scénario précédent : la production augmente dans les secteurs où la France et l'UE se spécialisent. Mais l'impact négatif sur la rémunération du travail disparaît au bénéfice d'une augmentation plus forte de la production : l'Europe est un grand marché s'enrichissant plus vite. On observe en contrepoint une concentration des entreprises pour répondre à la concurrence accrue, ayant un impact transitoire légèrement dépressif sur la rémunération des non qualifiés comme des qualifiés, autour de 2010 selon nos simulations. Les deux derniers scénarii permettent de simuler deux réformes de la PAC. Si le budget ne varie pas (nouvelle répartition au prorata des productions agricoles nationales) la France doit partager les bénéfices de la PAC avec les nouveaux entrants. Inversement si le budget est ajusté à la hausse pour tenir compte de la production dans l'Europe élargie (les taux de subvention étant déterminés de manière endogène par l'évolution de la production agricole), le coût est beaucoup plus limité pour la France. En France, les importations (respectivement exportations) agricoles augmentent de 20% (-6%) si le budget est constant, et de 6% (-1%) seulement si le budget augmente. Dans le reste de l'UE, toutes les variations sont positives : les importations et exportations augmentent dans le premier scénario de 30% et 40%, et dans le second de 35% et 38%. L'impact sur la production agricole française est significatif : -6% à budget constant et -1% à budget variable. L'estimation de l'augmentation du budget de la PAC dans le scénario à budget variable est de 20% (on passe de 86 dollars d'auros [sic] à 104 milliards dollars). L'élargissement, lorsqu'on en prend en compte toutes les dimensions, ne présente pas de difficultés économiques et sociales majeurs en Europe, à l'exception de difficultés budgétaires liées à la PAC.

In a climate that tends to privilege crisis over critique, Debarati Sanyal argues that it is urgent to rethink literary experience in terms that recall its contestatory potential. Examining Baudelaire's poems afresh, she shifts the focus of critical attention toward an account of modernism as an active engagement with violence, specifically the violence of history in nineteenth-century France. Sanyal analyzes a literary current that uses the traditional hallmarks of modernism—irony, intertextuality, self-reflexivity, and formalism—to challenge the historical violence of modernity. Baudelaire and the committed ironists writing in his wake teach us how to read and resist the violence of history, and thereby to challenge the melancholy tenor of our contemporary "wound culture." In a series of provocative readings, Sanyal presents Baudelaire's poetry as an aesthetic form that contests historical violence through rhetorical strategies of complicity, counterviolence, and critique.
