A l'aide de quatre cas de lignes ferroviaires régionales transfrontalières franco-belges et franco-suisses, l'auteur montre où se situent les indicateurs de succès et d'échec aux niveaux juridique, technique et du développement durable. Or, les obstacles juridiques à la réouverture ou la modernisation d'une ligne ne se trouvent pas là où on le croit souvent. Et les cas traités dans les trois pays concernés montrent que les indicateurs techniques permettant de trancher en cas de doute sont généralement absents. D'autre part, en se fondant sur une étude géopolitique, l'auteur prouve que l'impact des lignes à grande vitesse sur les centres régionaux est surestimé.
