Se riflettiamo sull'attuale capacità di comunicare a distanza in tempo reale e sulla "realtà" di essere "sempre connessi", permessa da smart-phone e personal computer, e le confrontiamo con la situazione di sessanta o trenta o solo dieci anni fa, l'evoluzione che constatiamo è talmente stupefacente da rendere spontaneo domandarsi come sia avvenuta e come sia stato possibile. L'obiettivo principale del libro è l'illustrazione delle scoperte, delle invenzioni e dei progressi tecnici, intesi come "premesse abilitanti", che hanno permesso la nascita e l'utilizzo delle tecnologie alla base dei progressi compiuti negli ultimi decenni. Questa evoluzione viene illustrata a partire dalla fine della seconda guerra mondiale, quando due straordinarie realizzazioni, l'invenzione del transistor e la costruzione del primo calcolatore elettronico, e un clima estremamente favorevole verso la ricerca scientifica e tecnologica, vista come un mezzo efficace per risolvere i "problemi della società", operano da catalizzatore per uno straordinario percorso di innovazione, che in pochi decenni vede la diffusione sempre più capillare dei calcolatori, la nascita e il continuo potenziamento delle reti mondiali di comunicazione, la convergenza dell'informatica e delle telecomunicazione.

Italian populism is of interest to comparative lawyers for many reasons. Firstly, the country has a long-lasting tradition of anti-parliamentarism over the course of its history as a unitary state. After the 2018 general election, it has turned into the first European country in which two self-styled populist parties formed a coalition government. Although it collapsed in August 2019, many issues that it had raised remain. Secondly, as Italy is a founding member of the European Communities, the constitutional implications of populist politics have to be considered not only within the national framework but also in a wider context. This book argues that the relationship between populism and constitutionalism should not be seen in terms of mutual exclusion and perfect opposition. Indeed, populism frequently relies on concepts and categories belonging to the language of constitutionalism (majority, democracy, people), offering a kind of constitutional counter-narrative.
