Frente a una demanda cada vez mayor de transporte, la respuesta de la Comunidad no puede ser tan sólo la construcción de nuevas infraestructuras. Un sistema de transporte moderno debe ser sostenible desde un punto de vista económico, social y medioambiental. En este Libro Blanco figuran unas 60 propuestas concretas, que deberán adoptarse a escala comunitaria en el marco de la política de transportes, y se incluye un programa de acción de aquí al año 2010, con un balance intermedio en el año 2005. Las propuestas se basarán en las siguientes orientaciones: revitalizar el ferrocarril, reforzar la calidad del transporte por carretera, fomentar el transporte marítimo y fluvial, reconciliar el crecimiento del transporte aéreo con el medio ambiente, materializar la intermodalidad, realizar la red transeuropea de transportes, reforzar la seguridad vial, decidir una política de tarificación eficaz de los transportes, reconocer los derechos y las obligaciones de los usuarios, desarrollar transportes urbanos de calidad, poner la tecnología al servicio de transportes limpios y eficaces, gestionar los efectos de la mundialización, y desarrollar los objetivos medioambientales a medio y largo plazo para un sistema de transporte sostenible. Para la adaptación de la política común de transportes a las exigencias del desarrollo sostenible será preciso establecer un sistema de financiación suficiente de las infraestructuras necesarias para suprimir los puntos de congestión y para la realización de la red transeuropea; adoptar las 60 medidas propuestas; modificar el enfoque del transporte urbano por parte de los poderes públicos locales, para reconciliar la modernización del servicio público y la racionalización del uso del coche particular; y organizar los servicios de forma que satisfagan las necesidades de los usuarios. A su vez la política de transporte debe inscribirse en una estrategia global que integra el imperativo del desarrollo sostenible, lo que incluye la política económica, de ordenación del territorio y urbanística, social y educativa, presupuestaria y fiscal, de competencia y de investigación.
