Book excerpt: The reform and the democratic control of the security sector-and the joining together of security and development-have become a major focus of international intervention into post-conflict societies. In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Liberian victims of crimes must pay authorities at every stage of a case investigation. Because of the prevalence of police corruption, "justice is not for the poor" is a catchphrase of many Liberians who say wealth, not guilt, often determines the outcome of criminal cases. "No Money, No Justice": Police Corruption and Abuse in Liberia documents the impact of police corruption on the administration of justice. Motorcycle taxi drivers, street sellers, and taxi drivers--whose work keeps them on the streets--are particularly vulnerable to bribery demands from the police. Police officers often arbitrarily arrest and detain and rob these workers, who typically live in poverty. Liberian police officers themselves face numerous challenges in performing their jobs. They lack essential resources, such as fuel for vehicles, and work long hours for low salaries. Commanders pressure their subordinates to make payments up the chain of command, particularly in exchange for promotion. The post-war United Nations presence in Liberia has helped reduce the incidence of torture in detention, but has not made inroads on corruption and abuses connected with extortion. To strengthen respect for basic rights and the rule of law in Liberia, Human Rights Watch calls on the Liberian government to bolster police accountability mechanisms and fulfill its promise of establishing an independent oversight board for the police. In addition, the government and foreign donors should investigate persistent logistics shortfalls that contribute to police officers preying upon the public for material support. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. It suggests that customary practices and mechanisms can help deliver essential services across a range sectors, and that local civil society can facilitate national and international policy engagement with them.
