Book excerpt: We analyze the impact of the elimination of textile and clothing (T&C) quotas in 2005 on India. Our simulations suggest that while Indian exports of T&C will continue to expand in the presence of the safeguards on China, they will be affected adversely once these safeguards are lifted. We argue that India could emerge much stronger and expand its trade in T&C at a much faster pace, if some of the key domestic structural weaknesses are overcome.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the textile and clothing Industry of India and its trade scenario from a global perspective. New developments in international policies related to trade and investment and falling barriers to trade worldwide as well as within individual regional communities have transformed the structure of production and global competition in the textile and apparel industries across the world. Furthermore, with the incorporation of textile trade in the GATT framework following the removal of quantitative restrictions, and the subsequent liberalization of investment opportunities, the Indian market is now home to several international brands, which has led to the present upsurge of FDI in this very important sector of the Indian economy. The book closely examines the nature and impact of such external changes on the industry’s structure and labour-related issues. The key feature of this book is that it presents a snapshot of all the domestic and international policies related to this sector, from the earliest relevant period to the present, and analyses the topical issues in significant detail. The book also offers some empirical analyses to show the impact of external changes on the concentration of firms in this industry and the regional inequalities that have emerged from regional variations in firms’ employment, labour-income and profit levels. Further, it addresses another striking feature, namely the role of preferential trading blocs or Regional Trading Arrangements (RTA) in creating trade-diverting effects related to this sector apart from the implications of foreign collaborations and cross-border mergers and acquisitions. Many economists fear that the benefits of these RTAs for the partner countries are much greater than those for India, with net gains of incremental exports from India being small or even negative. This book discusses these critical issues in the context of India’s textile and apparel trade.

Book excerpt: India is the world's third largest producer of cotton and second largest producer of yarn and textiles. This industry was de-licensed in 1991-1992, which led to various structural changes in the industry. The present study aims to understand the impact of liberalization on the Indian textile industry by comparing the performance of the firms incorporated before liberalization and firms incorporated after liberalization in the industry. At the same time, this study is also intended to realize the impact of marketing expenses, wage and salary, and age of the firms on the firms' performance.

Book excerpt: Given the widely-accepted premise that free trade is the best means of maximising overall societal welfare, why has it proven so difficult to achieve in certain industries? This book tackles arguably the most perennial and deep-rooted of all questions in political economy, and questions the incumbent orthodox liberal theories of collective action. Using a historical institutionalist framework to explore and explain the political economy of trade protectionism and liberalization, this book is based on detailed case studies of the textiles and clothing sector in the EU, United States, China, Caribbean Basin and sub-Saharan Africa. From this, the book expands to discuss the origins of trade protectionism and examine the wider political effects of liberalization, offering an explanation of why a successful conclusion to the WTO ‘Doha’ round has proven to be so elusive. The book argues that the regulation of global trade - and the economic consequences that this has for both developed and developing countries - has been the result of the particular way in which trade preferences are mediated through political institutions. The Global Political Economy of Trade Protectionism and Liberalization will be of interest to those studying and researching international and comparative political economy, developing area studies, economics, law and geography.

Book excerpt: Global trade liberalization with regard to the readymade garments industry is a topic of highest relevance for the Bangladeshi economy and linked very strongly to its changing social structure. Garment industry actually is a very new, export-oriented sector of the Bangladesh economy. It was only some twenty years ago that this sector was fully established in Bangladesh. Today it has grown to the number eighteen exporter world-wide, employing some 1.8 million people directly, of whom most of them are women, and another 10 million indirectly. The main markets are the EU and NAFTA. The development of Bangladesh garments industry was facilitated by the different Multi Fibre Arrangements. Therefore--as many other new competitors have grown over the last couple of years, namely South and East Asian including China, the ASEAN, Mexico and 24 Caribbean countries--Bangladesh's garment industry will face a difficult period after 2004.

Book excerpt: The empirical evidence linking economic reform in developing countries with gains in productivity and efficiency is both limited and inconclusive. Using large firm-level data collected by the Reserve Bank of India, this book examines the impact of reform on productivity and competition for the Indian manufacturing sector in the eighties. Relying on econometric estimates of pre- and post-reform productivity growth, the study finds evidence of significantly higher productivity growth rates after the mid-eighties both at the aggregate and two-digit sector levels. The author seeks corroborating evidence by developing a framework that enables him to simultaneously estimate economies of scale, a measure of optimal labour utilization and the mark-up of price over marginal cost as an indicator of competitiveness. Though he finds evidence of better labour utilization, there is no indication of reduced market power or any significant departure from constant returns to scale in the post-reform period. He concludes that even the limited reforms of the eighties led to productivity gains which were achieved largely through better resource use.

Book excerpt: Cloth has always been the most global of all traded commodities. It is an illuminating example of the circulation of goods, skills, knowledge and capital across wide geographic spaces. South Asia has been central to the making of these global exchanges over time. This volume presents innovative research that explores the dynamic ways in which diverse textile production and trade regions generated the first globalization . A series of experts connect this global commodity with the dramatic political and economic transformations that characterised the Indian Ocean in the seventeenth and eighteenth centuries. Collectively, the essays transform our understanding of the contribution of South Asian cloth to the making of the modern world economy.
