A la vez, con la Ley, el riesgo de dependencia deja de ser un riesgo que se asume de forma individual y pasa a tener una consideracion de riesgo social, de forma similar a lo que ocurre con el cese de la actividad laboral por vejez, desempleo y enfermedad, que en Espana cubren los distintos programas del Estado de bienestar configurados en la decada de los 80. La puesta en marcha en Andalucia del sistema de proteccion de la dependencia ha sido posible gracias al rapido desarrollo normativo de las previsiones de la Ley, y a la circunstancia de que en Andalucia ya se contaba con una red de cobertura que incluia parte de los dispositivos y mecanismos contemplados en la Ley."
