Book excerpt: De wet van 31 Dec. 1945 komt neer op coördinatie en vernieuwing van het Spaanse statistische apparaat. Sedert van het oude "Instituto Geografico y Estadístico"" (bij wijze van een eerste vernieuwingspoging) de statistische tak was afgesplitst en de "Direccion General de Estadística" was ingesteld, hebben de beoogde hervormingen alle een fragmentair of een louter improviserend beeld vertoond. Daarom achtte men het moment aangebroken om de principiële vraagstukken betreffende de organisatie van het statistische overheidsapparaat radicaal op te lossen. Er viel bij de statistische diensten een ebrek aan coördinatie vast te stellen, een onvoldoende dominerende positie van de hoogste statistische instanties (welke laatste tot tien keer toe onder een ander departement hebben geressorteerd), een grote mate van overlapping, een voelbare vertraging bij de technische uitwerking en de specialisering, zomede bij de scholing van het personeel, enz. De nieuwe wet plaatst het zo juist opgerichte I.N. de E. direct onder het staatshoofd, teneinde het het nodige gezag te verlenen bij zijn werkzaamheden, en coördineert alle desbetreffende diensttakken. Deze coördinatie omvat uiteraard niet alle statistische terreinen, doch zelfs de nu nog plaatsvindende zelfstandige statistische verrichtingen der afzonderlijke departementen worden met die van het I. N. de E. tot een bevredigend geheel vervormd. Bovendien is een "Consejo Superior de Estadística" geschapen, waarin voortaan een innige samenwerking zal plaatsvinden tussen wetenschap en practijk. De provinciale- en de syndicalistische instaties zijn bij dit geheel ingeschakeld. Het "Reglamento de Estadística" van 2 Febr. 1948 omvat nadere uitwerkingen van de wet van 31 Dec. 1945. (Titulo I: Del Instituto Nacional de Estadística - Titulo II: Del Consejo Superior de Estadística - Titulo III: De las relaciones del Instituto con otros organismos - Titulo IV: De la coloboracion publica en materia estadística).
