Book excerpt: Faced with the need to create a competitive workforce and improve the quality of our education system, states are pursuing policy agendas to better prepare students for postsecondary education and careers. To inform these agendas, statewide longitudinal data systems (SLDSs) have become an invaluable asset and serve as a tool to help states answer pressing policy questions and improve practice. In the long term, these robust data systems can enable state education agencies to create tools such as early warning systems and data dashboards, which equip educators with information to address issues including dropouts, teacher quality and college readiness. All stakeholders will benefit in a variety of ways. However, fully harnessing the power of these robust SLDSs to answer key policy questions and provide information critical to various stakeholders depends upon state education agencies' being able to: (1) Collect the data in a way that provides valid answers to a state's critical policy questions, even as these questions change over time; (2) Define accurate measures of progress; (3) Conduct appropriate analyses of the data; (4) Present and disseminate findings to stakeholders; and (5) Use the information to drive policy and practice decisions. While IT staff and resources will always be required to maintain and update the SLDSs, the power of these systems will not be evident until education analysts and researchers also engage in the full scope of system design, maintenance and use over time. They are regularly used to address questions of demographic and health trends, policy and program evaluation, and causality. Panel studies, cohort studies, and longitudinal community studies have proved particularly important in developing countries that lack vital registration systems and comprehensive sources of information on the demographic and health situation of their populations. Research using data from such studies has led to scientific advances and improvements in the well-being of individuals in developing countries. Yet questions remain about the usefulness of these studies relative to their expense (and relative to cross-sectional surveys) and about the appropriate choice of alternative longitudinal strategies in different contexts. For these reasons, the Committee on Population convened a workshop to examine the comparative strengths and weaknesses of various longitudinal approaches in addressing demographic and health questions in developing countries and to consider ways to strengthen longitudinal data collection and analysis. This report summarizes the discussion and opinions voiced at that workshop.

Determining whether a program is effective requires expertise in data collection, study design, and analysis. Not all project directors have this expertise—they tend to be primarily focused on working with schools, teachers, and students to undertake program activities. Collecting and obtaining student-level data may not be a routine part of the program. This book provides an overview of the process for evaluating a program. It is not a detailed methodological text but focuses on awareness of the process. What do program directors need to know about data and data analysis to plan an evaluation or to communicate with an evaluator? Examples focus on supporting college and career readiness programs. Readers can apply these processes to other studies that include a data collection component.

The emerging practices described in this brief offer ideas for how states can either develop or enhance SLDS in order to better prepare students for college and career. Given widespread federal support for SLDS, states should be well-positioned to leverage opportunities for enhancing CCR through their SLDS. For the purposes of this guide, a patient registry is an organized system that uses observational study methods to collect uniform data (clinical and other) to evaluate specified outcomes for a population defined by a particular disease, condition, or exposure, and that serves one or more predetermined scientific, clinical, or policy purposes. A registry database is a file (or files) derived from the registry. Although registries can serve many purposes, this guide focuses on registries created for one or more of the following purposes: to describe the natural history of disease, to determine clinical effectiveness or cost-effectiveness of health care products and services, to measure or monitor safety and harm, and/or to measure quality of care. Registries are classified according to how their populations are defined. For example, product registries include patients who have been exposed to biopharmaceutical products or medical devices. Health services registries consist of patients who have had a common procedure, clinical encounter, or hospitalization. Disease or condition registries are defined by patients having the same diagnosis, such as cystic fibrosis or heart failure. The User’s Guide was created by researchers affiliated with AHRQ’s Effective Health Care Program, particularly those who participated in AHRQ’s DEcIDE (Developing Evidence to Inform Decisions About Effectiveness) program. Chapters were subject to multiple internal and external independent reviews.

Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels.
