Book excerpt: From Subject to Citizen offers an original account of the Second Empire (1852-1870) as a turning point in modern French political culture: a period in which thinkers of all political persuasions combined forces to create the participatory democracy alive in France today. Here Sudhir Hazareesingh probes beyond well-known features of the Second Empire, its centralized government and authoritarianism, and reveals the political, social, and cultural advances that enabled publicists to engage an increasingly educated public on issues of political order and good citizenship. He portrays the 1860s in particular as a remarkably intellectual decade during which Bonapartists, legitimists, liberals, and republicans applied their ideologies to the pressing problem of decentralization. Ideals such as communal freedom and civic cohesion rapidly assumed concrete and lasting meaning for many French people as their country entered the age of nationalism. With the restoration of universal suffrage for men in 1851, constitutionalist political ideas and values could no longer be expressed within the narrow confines of the Parisian elite. Tracing these ideas through the books, pamphlets, articles, speeches, and memoirs of the period, Hazareesingh examines a discourse that connects the central state and local political life. In a striking reappraisal of the historical roots of current French democracy, he ultimately shows how the French constructed an ideal of citizenship that was "local in form but national in substance." Originally published in 1998. Book excerpt: The first comprehensive analysis of the philosophical issues raised by the hijab controversy in France, this book also conducts a dialogue between contemporary Anglo-American and French political theory and defends a progressive republican solution to so-called multicultural conflicts in contemporary societies. It critically assesses the official republican philosophy of laïcité which purported to justify the 2004 ban on religious signs in schools. Laïcité is shown to encompass a comprehensive theory of republican citizenship, centered on three ideals: equality (secular neutrality of the public sphere), liberty (individual autonomy and emancipation) and fraternity (civic loyalty to the community of citizens). Challenging official interpretations of laïcité, the book then puts forward a critical republicanism which does not support the hijab ban, yet upholds a revised interpretation of three central republican commitments: secularism, non-domination and civic solidarity. Thus, it articulates a version of secularism which squarely addresses the problem of status quo bias - the fact that Western societies are historically not neutral towards all religions. It also defends a vision of female emancipation which rejects the coercive paternalism inherent in the regulation of religious dress, yet does not leave individuals unaided in the face of religious and secular, patriarchal and ethnocentric domination. Finally, the book outlines a theory of immigrant integration which places the burden of civic integration on basic socio-political institutions, rather than on citizens themselves. Critical republicanism proposes an entirely new approach to the management of religious and cultural pluralism, centred on the pursuit of the progressive ideal of non-domination in existing, non-ideal societies. Oxford Political Theory presents the best new work in contemporary political theory. It is intended to be broad in scope, including original contributions to political philosophy, and also work in applied political theory. The book illustrates how, in France and in its other worlds, that contact, its repercussions, and its memory are lived and expressed today in a variety of textual representations. The historical contact between France and its other worlds has given birth to new kinds of cross-cultural expressions in the arts, in literature, and in aesthetics, establishing interrelations and generating appropriations from both sides of the Hexagon frontier, highlighting the fluidity and the permeability of its cultural borders. The book subtext tells that the frontier between France and its other worlds is no more an unshakable geographical, political, and cultural limit, but rather a line that has become mobile, fluctuating, and permeable, and across which currents, ideas, sensitivities, and creativity are expressed, bearing testimony to vitality and diversity but also to a cross-fertilization of cultures and societies (re) crossing or meeting at that line. Seen from this latter perspective, the book comes also as an interrogation of the inclusiveness or exclusiveness of the words francophone and Francophonie, and, at an academic level, a mutual exclusion of French and Francophone Studies.
