Book excerpt: Despite massive infusions of financial and technical assistance from the northern hemisphere, Africa is worse off today - economically, societally, and environmentally - than it was 30 years ago. But were economic development, poverty alleviation, and democracy ever actually the objectives of either donor or recipient states in the first place? To what extent was the limitless potential of the self-reliance strategy foreclosed by the corrupting power of foreign aid? As much as military power, propaganda, or diplomacy, "aid" is - realistically and essentially - one of the economic instruments of statecraft and, as such, has historically been used as a policy tool for various attempts at influence. While policies and strategies on both sides of the aid process may give primacy of place to development, actual practice almost invariably reveals the opposite, as donor and recipient alike employ aid resources to pursue their respective national, class, or even regime interests. Through the Tanzanian experience of "Big Brother's" helping hand, the author examines the true role of foreign aid in the development process and exposes certain widely-held myths about that role.

Book excerpt: Lethal and Non-Lethal Fires: Historical Case Studies of Converging Cross-Domain Fires in Large Scale Combat Operations, provides a collection of ten historical case studies from World War I through Desert Storm. The case studies detail the use of lethal and non-lethal fires conducted by US, British, Canadian, and Israeli forces against peer or near-peer threats. The case studies span the major wars of the twentieth-century and present the doctrine the various organizations used, together with the challenges the leaders encountered with the doctrine and the operational environment, as well as the leaders' actions and decisions during the conduct of operations. Most importantly, each chapter highlights the lessons learned from those large scale combat operations, how they were applied or ignored and how they remain relevant today and in the future.

Available in PDF, EPUB and Kindle. Book excerpt: A detailed, scholarly reassessment of developments in Cambodia since December 25, 1978, when Vietnamese combat soldiers expelled the ruthless Pol Pot regime. Genocide by Proxy is an account of a country at war and of a people consigned to the role of pawn in world politics. Michael Haas contends that Cambodia became an arena for superpower conflict and thus could only find peace when the superpowers extricated themselves from the country. In providing perhaps the best explanation of the causes of the Cambodian tragedy, Haas exposes the narcissism that reigns when one state forces another to be its pawn. Haas' analysis entails a study in comparative foreign policies, an exercise that has theoretical merit for political scientists in search of paradigms of political behavior. Challenging the conventional view of Vietnam as the aggressor, this volume vindicates Vietnam's role in the Cambodian conflict, while at the same time revealing the treachery of U.S. foreign policy toward Cambodia. Much of the information in the book is based on Haas' own interviews with more than 100 key international figures and on primary documents. In an introductory chapter devoted to the basic facts of how genocide by proxy began, Haas sets forth the history of Pol Pot's rise and fall. The first three parts of the book, which deal with proxy war, proxy peace, and deproxification, are related in the style of the film Rashomon and detail how each country perceived events and framed policies to use the conflict for its own ends. The final chapter suggests an alternative to this world of superpower chess games. The two appendices contain records of voting in the United Nations on Cambodia. Genocide by Proxy provides a truly fresh assessment of Cambodia that will prove invaluable in courses in Asian studies, international relations, and peace research.

Book excerpt: This report assesses domestic political support for internationalist foreign policy by analyzing the motivations of members of Congress on key foreign policy issues. It includes case studies on major foreign policy debates in recent years, including the use of force, foreign aid, trade policy and U.S.-Russia relations. It also develops a new series of archetypes for describing the foreign policy worldviews of members of the 115th Congress to replace the current stale and unsophisticated labels of internationalist, isolationist, hawk and dove. Report findings emphasize areas of bipartisan cooperation on foreign policy issues given member ideologies.

Book excerpt: This book examines the crisis in Ukraine through the lens of “triangular diplomacy,” which focuses on the multiple interactions among the European Union, the United States and Russia. It is explicitly comparative, considering how the US and EU responded to ostensibly the same crisis. It also adopts a “360-degree” perspective, focusing on how the US and EU interacted in their dealings with Russia, and how Russia and Ukraine have responded. Chapters focus on each of the four protagonists – the EU, the US, Russia and Ukraine – and on key, cross-cutting aspects of the crisis – sanctions, international law and energy. The book thus contrasts a conventional, if exceptional, great power – the US – with a very non-traditional foreign policy actor – the EU. It would be suitable for both undergraduate and graduate courses on the EU’s external policies and engagement in world affairs, EU-US relations, EU-Russia interactions, or regional security issues.

Available in PDF, EPUB and Kindle. Book excerpt: In this remarkable and engaging book, William LeoGrande offers the first comprehensive history of U.S. foreign policy toward Central America in the waning years of the Cold War. From the overthrow of the Somoza dynasty in Nicaragua and the outbreak of El Salvador's civil war in the late 1970s to the final regional peace settlements negotiated a decade later, he chronicles the dramatic struggles--in Washington and Central America--that shaped the region's destiny. For good or ill, LeoGrande argues, Central America's fate hinged on decisions that were subject to intense struggles among, and within, Congress, the CIA, the Pentagon, the State Department, and the White House--decisions over which Central Americans themselves had little influence. Like the domestic turmoil unleashed by Vietnam, he says, the struggle over Central America was so divisive that it damaged the fabric of democratic politics at home. It inflamed the tug-of-war between Congress and the executive branch over control of foreign policy and ultimately led to the Iran-contra affair, the nation's most serious political crisis since Watergate.

Book excerpt: How did the United States defeat the Soviet Union from its own backyard? How is China undermining freedom of the sea? Are these subversive activities new or do they reflect ancient wars? This book explores how state and non-state actors subvert one another. The core question is: why do strategies of subversion, whereby a weaker political entity undermines the dominant entity within a system to increase the weaker entity's relative power, appear to have so many commonalities across different situations and by both state and non-state actors? I theorize that underlying principles exist within all subversive strategies. This question is timely amid a rising China, aggressive Russia, rogue Iran, and a global Salafi-Jihadist insurgency. The current US National Security Strategy identifies these challenges as four of the five greatest threats to US national security. These challenges each involve entities subverting US dominance as a major component of adversary strategies. This new theory, the theory of strategic subversion, outlines fundamental principles regarding strategies of subversion to better enable policy makers and analysts to understand and respond to current security challenges. This book reviews existing literature on subversive strategies and synthesizes a new fundamental theory. The book then tests the theory of strategic subversion against four case studies: US support to the Mujahedeen in Afghanistan, Rising Athens at the onset of the Peloponnesian Wars, China's current rise, and Russian subversion.
