The first is that the events of a campaign do have an impact on the final vote. Journalists and candidates take this as a fundamental premise, but until recently, few political scientists concurred. Campaigns, it has long been argued, at most reminded voters about fundamental issues (such as the economy) and voters' long-term predispositions." "Second, the authors assert that history sets the stage for campaigns and constrains their possibilities. Some constraints are shown to be more binding than others and some historical periods to impose more constraints than others. This analysis leads to the construction of a general theory of campaigns, one that can predict when campaigns will and will not be important." Todd Moye examines the social histories of civil rights and white resistance movements in Sunflower, tracing the development of organizing strategies in separate racial communities over four decades. Sunflower County was home to both James Eastland, one of the most powerful reactionaries in the U.S. Senate in the twentieth century, and Fannie Lou Hamer, the freedom-fighting sharecropper who rose to national prominence as head of the Mississippi Freedom Democratic Party. Sunflower was the birthplace of the Citizens' Council, the white South's pre-eminent anti-civil rights organization, but it was also a hotbed of SNCC (Student Nonviolent Coordinating Committee) organizing and a fountainhead of freedom culture. Using extensive oral history interviews and archival research, Moye situates the struggle for democracy in Sunflower County within the context of national developments in the civil rights movement. Arguing that the civil rights movement cannot be understood as a national monolith, Moye reframes it as the accumulation of thousands of local movements, each with specific goals and strategies. By continuing the analysis into the 1980s, Let the People Decide pushes the boundaries of conventional periodization, recognizing the full extent of the civil rights movement.

Book excerpt: How referendums can diffuse populist tensions by putting power back into the hands of the people Propelled by the belief that government has slipped out of the hands of ordinary citizens, a surging wave of populism is destabilizing democracies around the world. As John Matsusaka reveals in Let the People Rule, this belief is based in fact. Over the past century, while democratic governments have become more efficient, they have also become more disconnected from the people they purport to represent. The solution Matsusaka advances is familiar but surprisingly underused: direct democracy, in the form of referendums. While this might seem like a dangerous idea post-Brexit, there is a great deal of evidence that, with careful design and thoughtful implementation, referendums can help bridge the growing gulf between the government and the people. Drawing on examples from around the world, Matsusaka shows how direct democracy can bring policies back in line with the will of the people (and provide other benefits, like curbing corruption). Nine days after the ousting of President Hosni Mubarak in Egypt, thousands of Moroccans began protesting in the capital of Rabat on February 20. However, unlike other countries, Moroccans did not call for the overthrow of the king or the regime. Instead, Moroccan protesters initially demanded reforms to the constitution, and, specifically, a transition from an executive monarchy to a democratic parliamentary monarchy. Drawing upon narratives from the primary activists involved in protests, Badran examines the Moroccan movement to understand why it failed to escalate in the same way that others in the region did. He finds that the state’s strategy of offering a series of reforms along with limited repression eventually ended the protest movement. Badran develops a framework to analyze how internal social movement dynamics along with regime strategies and regional events led to successful, and relatively peaceful, demobilization. Based on nine months of fieldwork, Killing Contention deepens our understanding of modern political movements and the complicated factors that lead to their demise.
