Book excerpt: Technological innovation and growth are critical to U.S. competitiveness in a global economy. One means of facilitating growth and improving competitiveness is to foster more robust innovation ecosystems through the development of public-private partnerships, industry consortia, and other regional and national economic development initiatives. Public-private partnerships, in particular, catalyze the commercialization of state and national investments in research and development. One of the major projects of the National Research Council's Board on Science Technology and Economic Policy (STEP) is to examine state and local investment programs designed to attract and grow knowledge-based industries. STEP analyzes state and regional innovation initiatives to gain a better understanding of the challenges associated with the transition of research into products, the practices associated with successful state and regional programs, and their interaction with federal programs and private initiatives. In April and July 2009, STEP convened two meeting to assess the future of the U.S. photovoltaic industry and the practical steps that the federal government and some state and regional governments are taking to develop the capacity to manufacture photovoltaics competitively. The Future of Photovoltaic Manufacturing in the United States captures the presentations and discussions of these meetings. This report explores the prospects for cooperative R&D efforts, standards, and roadmapping efforts that could accelerate innovation and growth of a U.S. photovoltaics industry. It includes both efforts to strengthen existing industries as well as specific new technology focus areas such as nanotechnology, stem cells, and energy in order to gain an improved understanding of program goals, challenges, and accomplishments.

Available in PDF, EPUB and Kindle. Book excerpt: Escalating energy demand may be the most important issue facing the United States and the world today. There is little disagreement that research and development (R&D) is needed to develop new energy technologies for the future; however, there is less agreement over the specific research agenda to be pursued and how that agenda is funded. This book addresses the social importance of new energy technologies, illustrates policy-relevant applications of evaluation techniques and proposes new perspectives for a US energy investment strategy. Through detailed examples related to solar, geothermal, and vehicle technologies, the authors outline the need for robust evaluation methods to document social returns to taxpayers' R&D investments. They argue that such evaluations are necessary for the public sector to make rational decisions about the allocation of its scares resources. The evaluation methods considered involve developing alternative technology and market pathways from which the benefits of government research can be measured. Researchers and graduate students, policy makers involved in energy technology, and energy R&D program managers will all find much of value in this important and timely book.

Available in PDF, EPUB and Kindle. Book excerpt: Providing critical insights that will interest readers ranging from economists to environmentalists, policymakers, and politicians, this book analyzes the economics and technology trends involved in the dilemma of decarbonization and addresses why aggressive policy is required in a capitalist political economy to create a sea change away from fossil fuels. The environmental damage across the globe is a result of the success of capitalist industrialism—250 years of carbon pollution resulting from consumption of fossil fuels to drive the economy and the worldwide aspiration to ever-increasing levels of economic development. But capitalism has also produced the tools to solve the problems it has created in the form of a technological revolution in low-carbon renewables, distributed resources, and intelligent systems to integrate supply and demand. This book comprehensively examines the political economy of electricity and analyzes the challenge of transforming today's electricity sector to meet the dual goals of decarbonization and development expressed in the Paris Agreement. Author Mark Cooper defines the dilemma of development and decarbonization as the great challenge facing the electricity industry and documents how the economic resources costs of a 100 percent-renewable portfolio has declined to the point that decarbonization can pay for itself, making the low-carbon renewable technologies that enable desired environmental and public-health benefits an easy sell. He identifies the substantial benefit of increasing use of information, communications, and advanced control technologies; shows how targeted innovation could speed the transition by a decade or two and lower the overall cost of the transition by as much as half; and explains why the flexible, multi-stakeholder approach of the Paris Agreement is the correct approach.
