These teams were to use data from Road Weather Information Systems (RWIS) to improve the utilization of these data in both weather and transportation operations and to create new predictive algorithms for use in road maintenance activities. Such advances in road weather management ultimately will improve mobility on the roads, and DOT productively in operations.

Book excerpt: Affecting technological systems at a global-scale, space weather can disrupt high-frequency radio signals, satellite-based communications, navigational satellite positioning and timing signals, spacecraft operations, and electric power delivery with cascading socioeconomic effects resulting from these disruptions. Space weather can also present an increased health risk for astronauts, as well as aviation flight crews and passengers on transpolar flights. In 2019, the National Academies was approached by the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, and the National Science Foundation to organize a workshop that would examine the operational and research infrastructure that supports the space weather enterprise, including an analysis of existing and potential future measurement gaps and opportunities for future enhancements. This request was subsequently modified to include two workshops, the first (Phase I) of which occurred in two parts on June 16-17 and September 9-11, 2020. The Phase II workshop occurred on April 11-14, 2022, with sessions on agency updates, research needs, data science, observational and modeling needs, and emerging architectures relevant to the space weather research community and with ties to operational needs. This publication summarizes the presentation and discussion of that workshop.

Book excerpt: This project was proposed as Phase I of a 2-phase program to evaluate the present use of weather information by Iowa Department of Transportation (IaDOT) personnel, recommend revised procedures, and then implement the resulting recommendations. Midway through Phase I (evaluation phase) the FORETELL project was funded. This project is a multi-state venture that engages the National Weather Service (NWS) and the Forecast Systems Laboratory of the National Oceanic and Atmospheric Administration and proposes to supplant the current weather information-generation and distribution system with an advanced system based on state-of-the-art technologies. The focus of the present project was therefore refined to consider use of weather data by IaDOT personnel, and the training programs needed to more effectively use these data. Results of the survey revealed that two major areas - training of personnel on use of data from whatever source and more precise information of frost formation - are not addressed in the FORETELL project. These aspects have been the focus of the present project.

Book excerpt: Uncertainty is a fundamental characteristic of weather, seasonal climate, and hydrological prediction, and no forecast is complete without a description of its uncertainty. Effective communication of uncertainty helps people better understand the likelihood of a particular event and improves their ability to make decisions based on the forecast. Nonetheless, for decades, users of these forecasts have been conditioned to receive incomplete information about uncertainty. They have become used to single-valued (deterministic) forecasts (e.g., "the high temperature will be 70 degrees Farenheit 9 days from now") and applied their own experience in determining how much confidence to place in the forecast. Most forecast products from the public and private sectors, including those from the National Oceanographic and Atmospheric Administration's National Weather Service, continue this deterministic legacy. Fortunately, the National Weather Service and others in the prediction community have recognized the need to view uncertainty as a fundamental part of forecasts. By partnering with other segments of the community to understand user needs, generate relevant and rich informational products, and utilize effective communication vehicles, the National Weather Service can take a leading role in the transition to widespread, effective incorporation of uncertainty information into predictions. "Completing the Forecast" makes recommendations to the National Weather Service and the broader prediction community on how to make this transition.

Nationally, adverse weather is a factor in 1.5 million car and truck crashes and costs society nearly $42 billion annually. Through intelligent transportation systems (ITS) and better road weather information, winter maintenance managers, traffic managers, and travelers now have the opportunity to manage traffic and travel to more effectively ameliorate weather's safety and productivity challenges. In the past few years, weather-related transportation issues have become a priority for the national research agenda. On June 14, 2004, the Iowa Department of Transportation hosted a regional, multi-disciplined forum. The purpose of the forum was to identify Midwest regional research and technology transfer priorities in weather-related transportation research and to discuss the possibility of establishing a regional research program to support the national road weather research agenda. The June 14 Weather Issues in Transportation focus group forum provided an opportunity for transportation agency professionals, professionals representing transportation users, commercial weather data and forecast providers, and members of the meteorology community to express their priorities for weather-related transportation research and technology transfer. Focus groups were organized into the following eight initiatives: (1) Weather Providers, (2) Weather Users, (3) Maintenance Equipment & Technologies, (4) Maintenance Management, (5) Maintenance Operations, (6) Traffic Operations & Safety, (7) Intermodal Traffic, and (8) Design & Construction. The focus groups identified and ranked 25 research problem statements that would require over $20 million for first-year funding if all projects were started in the same year.

Developing the capability to forecast environmental conditions and disruptive events several weeks and months in advance could dramatically increase the value and benefit of environmental predictions, saving lives, protecting property, increasing economic vitality, protecting the environment, and informing policy choices. Over the past decade, the ability to forecast weather and climate conditions on subseasonal to seasonal (S2S) timescales, i.e., two to fifty-two weeks in advance, has improved substantially. Although significant progress has been made, much work remains to make S2S predictions skillful enough, as well as optimally tailored and communicated, to enable widespread use. Next Generation Earth System Predictions presents a ten-year U.S. research agenda that increases the nation's S2S research and modeling capability, advances S2S forecasting, and aids in decision making at medium and extended lead times.
