Book excerpt: The eminent contributors to a new collection, Policing in France, provide an updated and realistic picture of how the French police system really works in the 21st century. In most international comparisons, France typifies the "Napoleonic" model for policing, one featuring administrative and political centralization, a strong hierarchical structure, distance from local communities, and a high priority on political policing. France has undergone a process of pluralization in the last 30 years. French administrative and political decentralization has reemphasized the role of local authorities in public security policies; the private security industry has grown significantly; and new kinds of governing models (based on arrangements such as contracts for service provision) have emerged. In addition, during this period, police organizations have been driven toward central government control through the imposition of performance indicators, and a top-down decision was made to integrate the national gendarmerie into the Ministry of Interior. The book addresses how police legitimacy differs across socioeconomic, generational, territorial, and ethnic lines. An analysis of the policing of banlieues (deprived neighborhoods) illustrates the convergence of contradictory police goals, police violence, the concentration of poverty, and entrenched opposition to the states’ representatives, and questions policing strategies such as the use of identity checks. The collection also frames the scope of community policing initiatives required to deal with the public’s security needs and delves into the security challenges presented by terrorist threats and the nuances of the relationship between policing and intelligence agencies. Identifying and explaining the diverse challenges facing French police organizations and how they have been responding to them, this book draws upon a flourishing French-language literature in history, sociology, political science, and law to produce this new English-language synthesis on policing in France. This book is a valuable resource for researchers and practitioners working in and around French policing, as well as students of international law enforcement.

This book was released on 2013-04-03 with total page 414 pages. Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle. Book excerpt: The Palgrave Handbook of Prison Ethnography provides an expansive overview of the challenges presented by qualitative, and particularly ethnographic, enquiry. The chapters reflect upon the means by which ethnographers aim to gain understanding, make sense of what they learn and the way they represent their finished work. The Handbook offers urgent insights relevant to current trends in the growth of imprisonment worldwide. In an era of mass incarceration, human-centric ethnography provides an important counter to quantitative analysis and the audit culture on which prisons are frequently judged. The Handbook is divided into four parts. Part I ('About Prison Ethnography') assesses methodological, theoretical and pragmatic issues related to the use of ethnographic and qualitative enquiry in prisons. Part II ('Through Prison Ethnography') considers the significance of ethnographic insights in terms of wider social or political concerns. Part III ('Of Prison Ethnography') analyses different aspects of the roles ethnographers take and how they negotiate their research settings. Part IV ('For Prison Ethnography') includes contributions that convincingly extend the value of prison ethnography beyond the prison itself. Bringing together contributions by some of the world's leading scholars in criminology and prison studies, this authoritative volume maps out new directions for future research. It will be an indispensable resource for practitioners, students, academics and researchers who use qualitative social research methods to further their understanding of prisons.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the non-custodial government of young offenders in two major cities in Brazil. In doing so, it delves into the paradox of an institution exerting control over youths while at the same time promoting their autonomy and responsibility. The study sheds light on the specific logics of power, control, and inequality produced by such institutional settings. The book’s analysis is based on an ethnographic study of ‘Assisted Freedom’ (Liberdade Assistida) – a form of probation – in the Brazilian cities of Rio de Janeiro and Belo Horizonte. This particular context – which is characterized by endemic violent crime, on the one hand, and a highly protective juvenile justice system, on the other – sheds productive light on the contradictions of juvenile justice systems and other public policies based on the values of citizenship, autonomy, and responsibilization. The analysis takes the form of an inverted zoom structure: it begins by looking at cognitive and interactional processes at the level of interpersonal relationships between youths and professionals, and then works its way up to examine ties outside the institution itself, with schools, the labour market, and juvenile courts. Written in a clear and direct style, this book will appeal to students and scholars in criminology, sociology, cultural studies, and social theory and those interested in learning about non-custodial measures and the regulation of juvenile delinquency.

Available in PDF, EPUB and Kindle. Book excerpt: How to deal with differences based on culture, ethnicity and race, has become a key issue of policing. This edited collected explores everyday, often mundane interactions between police officers and migrantised actors in European countries and asks how both sides deal with perceived differences. The contributions reflect that such differences are not just ‘out there’ but are being situationally (re-)produced in police-citizen encounters. By taking a comparative approach, the book develops a distinctly European perspective on these questions. The book contains 12 ethnographies from ten European countries, based on new and often innovative empirical research, two theoretical contributions, an introduction and a postface.

Book excerpt: GERN (Groupement Européen de Recherches sur les Normativités) is a large consortium of scientific researchers in the domain of deviance and social control, more precisely studying delinquency, penal institutions, public policies of security and the importance of penal questions in society. The consortium is multidisciplinary. Today GERN is a scientific network present in ten European countries and abroad, uniting researchers of different disciplines. Each year the GERN organizes a doctoral summer school, giving PhD students from the consortium the opportunity to present and discuss their ongoing projects and research results as well as meet young and senior researchers. This is the third volume stemming from the annual doctoral conferences organized by the GERN. Last edition of the Summer School was held in September 2014 in Porto (Portugal). The selected theme for this Summer School was ‘Criminology, Security and Justice: methodological and epistemological issues’, searching for a fruitful debate about the methodological and epistemological aspects relevant for the development of PhD thesis. Scientific research is, in its essence, critical thinking. What is critical thinking? It is a kind of thinking that differs from magic reasoning, common sense, and speculation. Scientific evidence contrasts with belief, immediate and apparent knowledge, illusion and opinion. This is valid for every knowledge domain that claims to be scientific. It is thus true for the science of crime, criminology. With the inauguration of this Research Paper Series, GERN intends to monitor and disseminate cutting-edge studies into European security issues, reflecting the result of doctoral research in the framework of the GERN. The series provides an excellent platform from which to survey key emergent topics in the field. With this series the editors and authors are contributing to a better understanding of contemporary questions, presenting recent research results and scientific reflection, by devising new approaches and by re-evaluating the heritage of social sciences in this domain. It implies a new openness with regard to other disciplines and to the normative questions arising from the commission of crime and the formal reaction to it by actors in the criminal justice system and beyond.

Book excerpt: This book addresses current practices in customary law. It includes contributions by scholars from various legal systems (the USA, France, Israel, Canada etc.), who examine the current impacts of customary law on various aspects of private law, constitutional law, business law, international law and criminal law. In addition, the book expands the traditional concept of the rule of law, and argues that lawyers should not narrowly focus on statutory law, but should instead pay more attention to the impact of practices on “real legal life.” It states that the observation of practices calls for a stronger focus on usage, customs and traditions in our legal systems – the idea being not to replace statutory law, but to complement it with customary observations.

Book excerpt: The Routledge Handbook on Global Community Corrections assesses and analyzes the status of community corrections systems around the world, highlighting inter-regional and intra-regional variations in their design, implementation, and impact on policy and practice. Covering both probation and parole, this handbook brings together leading international experts to examine the myriad of systems developed under the broad heading of community corrections to manage community corrections populations at the pre-adjudication, adjudication, and post-release stages. Chapters are designed to consider the following questions: How many offenders are placed in community corrections systems around the globe? What are the key design features of these community corrections systems? What do we know about the effectiveness of community corrections within and across global regions? This is an essential reference text for all those engaged with community corrections, probation, and post-release policy in criminal justice.
