Le développement durable se base sur le principe de précaution, le respect de la nature et la réduction des inégalités sociales. Dans ce cadre, l'agriculture a pour rôle essentiel d'assurer la sécurité alimentaire de chacun des pays ou des grandes régions du monde, ainsi qu'une nourriture de qualité pour tous les êtres humains. Ces fonctions sont indissociables de la protection de l'environnement et des paysages, du maintien des emplois agricoles et de l'utilisation du milieu rural, en lien avec toutes les composantes de la société. En Basse-Normandie, des agriculteurs sont en difficulté par un manque d'adaptation au modèle dominant, malgré la renommée de ses spécialités laitières et cidricoles. Ils côtoient des systèmes où la production massive est de faible qualité. A partir des atouts de la région, des agriculteurs et des non agriculteurs mettent déjà en place des alternatives qui concernent les modes de production, la transformation, les méthodes de distribution, en proposant des produits de qualité ; cela malgré les contraintes de la PAC. Le développement agricole durable ne peut être que global. Les principaux freins aux changements relèvent davantage de blocages socio-culturels et politiques que de contraintes technico-économiques.

Book excerpt: En étant tenue à bout de bras par le pilier des mesures de soutien des prix et du marché de la Politique agricole commune (PAC), l’agriculture européenne s’est transformée en un abcès de fixation de tous les dysfonctionnements de la société. Ces dysfonctionnements prennent la forme d’une production victime d’excédents majeurs, d’une inflation des aides agricoles, d’une banalisation des ressources environnementales et d’une insécurité alimentaire. Aussi la prise en compte de ces effets négatifs s’est-elle traduite, au niveau des dispositifs communautaires, par l’affectation d’un second pilier de la PAC aux mesures de développement rural. Cette réorganisation de la PAC repose sur la multifonctionnalité agricole. Ce modèle de production se présente comme un concept dérivé du développement durable, car il s’attache à faire de la production agricole, une activité économique compétitive qui protège l’environnement et préserve les identités culturelles, en milieu rural. De ce fait, la multifonctionnalité agricole a été érigée en norme référentielle des deux piliers de la PAC, en raison de l’existence d’un lien consubstantiel entre agriculture et espace rural. Toutefois, le concept de multifonctionnalité agricole, non seulement pétri de contradictions en dépit de sa formulation simple, n’en est pas moins insoluble dans le jeu de la concurrence internationale. Ce double écueil remet, non pas en cause la légitimité d’un tel référentiel, mais son efficacité économique, eu égard aux charges structurelles que sa mise en œuvre nécessite. Cela réduit le rôle de la multifonctionnalité agricole à une simple modalité transitoire de restructuration d’une politique agricole soumise aux règles d’une libéralisation des échanges imposées par l’Organisation mondiale du commerce (OMC).

Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.
