Like in the first two volumes, the text uses a bilingual sentence structure to tackle grammar. It can be used as a primary source for grammar, or as a way for reinforcing an alternative text on grammar. However, it can also be read in a relaxed manner without endeavouring to analyse to excess, thus learning key grammatical concepts in a somewhat passive manner. The reader can choose between four formats: Section 1: English to French Section 2: French to English Section 3: English Section 4: French A methodology for getting the most out of this bilingual format is explained in the book’s Foreword. Once a student has studied the basics, a suitable book about basic grammar can be helpful. The suggestion is that any alternative grammar book be studied more with the intent of recognition and understanding, rather than memorising and obsessive rote learning. Go through as much of the grammar book you feel you can digest — maybe even the whole book — skipping over what is not easily understood. Then, read through a portion of text in this book, looking for examples of what you have picked up (or gleaned) in your hopefully not so arduous study of grammar. Then, depending on your inclination, return to the grammar book (or your basic French book), or move on to lengthier bilingual text — like in 2Language Books texts, for example —, or find some suitable French text: a simple novel, a French news website, etc. Grammar books will likely have some verb charts. However, there are currently good on-line resources that go further — dictionaries with a verb conjugation ‘search’ option. Many basic language books offer some form of audio support. Internet services — primarily news based radio stations — offer podcasts. Audio from television is an additional resource, and can be formatted for use on various digital platforms. However, if audio is an important component of your interest in languages, electronic devices that support quality text-to-speech (TTS) will likely be appealing. With a library card, TTS technology (in a device that supports the relevant content), and the above mentioned resources (as digital content), an entire language learning system is available for not much more than a cup of coffee! There is no substantial financial outlay to get you started. Furthermore, there are no additional ongoing fees (and updates), and there are no expiry dates on ‘premium’ content and resources. Ces phases sont les lieux d’interactions entre différents acteurs, parmi lesquels des personnes et des institutions. La communication, les systèmes d’information et la technologie facilitent ces interactions. Ce cadre peut s’appliquer à la mise en œuvre d’un ou plusieurs programmes ainsi qu’à la mise en place d’une protection sociale adaptative. Le Manuel de référence des systèmes de mise en œuvre de la protection sociale s’articule autour de huit principes clés qui constituent le code de conduite de la mise en œuvre : 1. Les systèmes de mise en œuvre ne suivent pas un modèle unique, mais tous les modèles partagent des points communs qui forment le coeur du cadre de mise en œuvre des systèmes de protection sociale. 2. La qualité de la mise en œuvre a une grande importance et la faiblesse de l’un des éléments constitutifs de la chaîne de mise en œuvre affectera négativement l’ensemble de celle-ci et réduira les impacts du ou des programmes qui lui sont associés. 3. Les systèmes de mise en œuvre évoluent dans le temps, de manière non linéaire et leur point de départ est important. 4. Dès le début de la mise en œuvre, des efforts devront être déployés pour « garder les choses simples » et pour « bien faire les choses simples ». 5. Le premier segment de la chaîne, à savoir l’interface entre les futurs bénéficiaires et l’administration, est souvent son maillon le plus faible. Son amélioration peut nécessiter des changements systémiques, mais ceux-ci contribueront considérablement à l’efficacité globale et atténueront les risques d’échec de cette interface. 6. Les programmes de protection sociale ne fonctionnent pas dans le vide et, par conséquent, leur système de mise en œuvre ne doit pas être développé en vase clos. Des opportunités de synergies entre institutions et systèmes d’information existent et les saisir peut améliorer les résultats des programmes. 7. Au-delà de la protection sociale, ces systèmes de mise en œuvre peuvent aussi améliorer la capacité des gouvernements à fournir d’autres prestations ou services, comme les subventions à l’assurance maladie, les bourses d’études, les tarifs sociaux de l’énergie, les allocations logement et l’accès aux services juridiques. 8. L’inclusion et la coordination sont des défis omniprésents et permanents. Pour les relever, il faut donc améliorer de façon continue les systèmes de mise en œuvre à travers une approche dynamique, intégrée et centrée sur la personne.

Book excerpt: The present volume highlights the new challenges of the international protection of refugees fifty years after the adoption of the 1951 Geneva Convention relating to the Status of Refugees. Focusing on the problems faced by Switzerland in the field of international protection of refugees as well as on the specificity of its asylum law and practice, this publication addresses the refugee problem from a national, European and international perspective. The Swiss experience serves to illustrate the wider problematic of on the one hand, the tensions between security, political and humanitarian concerns encountered by refugee-receiving states, and on the other, the need to preserve an international refugee protection regime which remains an essential component of international law and relations for so long as political solutions are not brought to the root causes of refugee exodus. This reflection on the international protection of refugees is organized around four main themes. The first examines Switzerland's response in the past to mass influx, in the light of historical case studies and the evolution of Swiss asylum law and practice. The second focuses on the question of access of refugees to asylum territories and refugee status determination procedures within the framework of the 1951 Convention on the Status of Refugees and the current Swiss asylum law. The third centres on the wider protection regime currently being forged in Europe to address a broader category of refugees, including solutions for temporary and subsidiary protection. The final theme revolves around return of refugees, including those under the Dayton and recent Kosovo agreements and covers reintegration of returnees, assistance and long-term development. This work is based on papers presented at a colloquium of the Graduate Institute of the International Studies in Geneva which was organised in collaboration with the Office of the United Nations High Commissioner for Refugees as a contribution to the 50th anniversaries of the UNHCR and the Geneva Convention relating to the Status of Refugees.

Des phénomènes tels que l’allongement de la durée de la vie, l’urbanisation des populations, la difficulté d’entrée sur le marché du travail ou encore l’éclatement des modèles familiaux traditionnels marquent notre monde contemporain et impliquent la disparition d’anciennes solidarités et l’apparition de nouvelles solidarités redessinant les relations entre générations, posant alors le problème du sort des personnes les plus fragiles : les enfants, les malades, les handicapés et, surtout, les personnes âgées. – Quel est alors le rôle de la famille et des collectivités dans la protection de ces personnes ? – Quels rapports entre solidarités publiques et solidarités privées ? – Quels sont les droits et libertés reconnus aux personnes que l’âge, la maladie ou le handicap, placent en situation de dépendances ? Telles sont les questions au cœur de cet ouvrage. The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. Phenomena such as increasing life expectancy, population urbanization, labor-market entry barriers, decline of traditional family patterns, mark in depth our contemporary world and involve old solidarity disappearance and new solidarity emergence, reshaping relations between generations while bringing up the problem of the fate of the most vulnerable: children, the sick, disabled, and especially elderly people. – What then is the role of families and communities in protecting these people? – What is the relationship between public and private solidarity? – What are the rights and freedoms of people placed by age, illness or disability in a dependence situation? These are the issues addressed by the authors of this book.
