Chapter 2 outlines the objectives pursued by the federal & provincial governments for official languages in Canada & the actions of the federal government to improve the status & use of official languages in federal institutions, to support the development of minority communities & to promote English & French throughout Canadian society. Chapter 3 reviews the major shifts in provincial policies & programs for official language minorities. Chapter 4 is a balance sheet showing the results of 3 decades of sustained effort to the English & French equal status.

Available in PDF, EPUB and Kindle. Book excerpt: Canada’s official languages legislation fundamentally altered the composition and operational considerations of federal institutions. With legislative change, Canada’s public service has achieved the equitable representation of its two official languages groups, provided services to the public in both official languages, and has codified rights for public servants to work in their official language of choice. On paper, the regime is robust. In practice, there is a persistent divergence between policy and practice, as English dominates as the regular language of work in the federal public service. Through an historical institutionalist lens based on extensive archival research and semi-structured interviews, Gaspard shows that the implementation of official languages policy in the federal public service from 1967–2013 could not challenge the predominance of English as the operating language of the federal public service. The analysis of the roles of actors, ideas and institutions that influenced the policy implementation process show that a lack of structural change, inadequate managerial engagement, and a false sense that both official languages are equally ingrained in the public service explain the persistence of English as the dominant language of work. This book is published in English.

Available in PDF, EPUB and Kindle. Book excerpt: By the late 1950s francophone and Acadian minority communities outside Quebec were in rapid decline. Demographic, economic, socio-cultural, institutional, and political factors that had sustained both the concept and the reality of French Canada for well over a century were being eliminated or transformed. Canada's Francophone Minority Communities shows how French-speaking minorities won the right to full and unfettered school governance with the backing of the Charter, the Supreme Court, and the Canadian government.Convinced that education was one of the essential keys to the renewal and growth of their communities, francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards - a significant Canadian innovation. From those efforts a new, vigorous francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the twenty-first century.

Book excerpt: During the four decades following the Second World War, the Royal Military College of Canada has adapted to the need to produce professional career officers by evolving into an academic centre of excellence and one of the country's leading universities. Along the way, it has responded to the challenges of service integration and unification, bilingualism, the emergence of Collège militaire royal and Royal Roads Military College, the employment of women in non-traditional roles, Canada's changing cultural make-up, and the rapid pace of technological change. In a society in which the precepts of military service are increasingly remote, the continued competition for entrance into RMC speaks of its resilience as a centre of learning and leadership.

Book excerpt: "Every year, between 200,000 and 250,000 people are making Canada their new home every year. This constant influx of immigrants is of great value. It helps the country to prosper economically and maintain its demographic stability. It should also reinforce the social and linguistic fabric according to its core values. Unfortunately, this is not always the case: the specific focus of this study are communities where an official language is spoken in a minority context and where there are currently too few immigrants compared with the national average"--Foreword, page 3.

Book excerpt: Language Ideologies and Canadian Media explores how French and English Canadian media discuss languages and language issues, which language ideologies predominate in English and French, and whether language ideologies in traditional news media are transferred to new and social media. Using corpus linguistics and discourse analysis and a variety of different datasets ranging from print newspapers to online news, commentary and Twitter, the author argues that language ideologies in Canadian media have a bearing not only on the extent to which Canadian language policies are adopted, but also on the very way that Canadians understand themselves and their place in the nation.

Available in PDF, EPUB and Kindle. Book excerpt: La Charte. The Charter: Bill 101 and English-Speaking Quebec The Charter of the French Language, also called Bill 101, profoundly changed Quebec. The 1977 law made state institutions, certain workplaces, and commercial signs predominantly French. Since the law's adoption, the English-speaking minority has experienced population loss, economic decline, and school closures, but also a growing organizational vitality and increased participation in Francophone Quebec. This book features chapters in English or French by researchers and engaged citizens. They explore the Charter in relation to English-speaking Quebec and within a broad historical, political, legal, and socio-economic context. A complex view of the Quebec law and its communities emerges.
