Toutes ces questions - et bien d’autres - sont abordées par l’auteur à partir de nombreux exemples pris dans la pratique constitutionnelle de la Ve République.

Book excerpt: This book provides a philosophically informed, institutionalist account of political leadership. It is rooted in a certain version of the American pragmatist philosophical tradition and privileges the study of institutions as a cause of leadership outcomes. The book adopts a multi-method approach. It includes a laboratory experiment identifying the psychological effects of presidentialism and parliamentarism on leader behavior; a large-n statistical study of the impact of semi-presidentialism on voter choice; an expert survey of president/cabinet conflict in Europe; an analysis of presidential control over cabinet composition in France; and two in-depth case studies of the circumstances surrounding constitutional choice in France and Romania. This book is aimed at scholars and students of political leadership, political institutions, the philosophy of the social sciences, and research methods. Overall, it shows that an institutional account has the potential to generate well-settled beliefs about the causes of leadership outcomes.

Book excerpt: The French have searched for five generations through five republics and several other regimes for a stable political system. The Fifth Republic, born in 1958, seems to be succeeding where many others have failed. What are the reasons and conditions for the French consensus on a system of government for the first time since the ancien regime? The first twenty years of the Fifth Republic encompass four presidential elections, alternating political control of the National Assembly, and years of rapid economic growth and contraction. Thus a variety of events now allow an evaluation of the efficacy of the Fifth Republic. The chapters of this book examine: the governmental framework and various political groups that have vied for control of it; industrial development and modernization; education and culture; and foreign policy. Containing both favorable and critical assessments, the book provides a comprehensive balance sheet on the Fifth Republic and the influence of Charles DeGaulle.

Available in PDF, EPUB and Kindle. Book excerpt: The promulgation of the Fifth French Republic Constitution in 1958 marked the end of a complex constitutional history that has since 1789 seen more than twenty constitutions and five Republics. Lasting now for more than fifty years, the Fifth Republic Constitution has proven to be the right settlement for the French people; a consensual text. However, while offering the appearance of stability, the Fifth French Republic Constitution has often been reconsidered and changed, not least in the year of its fiftieth anniversary, when the Constitution was 'modernised'. These dynamics of the Fifth Republic Constitution are neither a recent matter nor entirely the result of the successive constitutional amendments. Instead, the history of the Constitution has involved the resurgence of repressed archaic elements from the ancient regime, while the social, economic and environmental contexts have penetrated not only the text itself but more extensively its spirit, and behind it, the philosophy and our perception of the Republic. In Dynamics in the French Constitution, David Marrani questions the foundations of the French Fifth Republic. In using specific themes, current and traditional debates, contemporary and archaic factors, that have enlightened the road of long lasting Republic, the book explores some of the changes of the last fifty years and the tensions that are present within the constitutional text. In combining theoretical concepts of constitutional law with key contemporary and historical developments, such as the European integration, the response to environmental challenges, the practice of human rights and the pillars supporting French republicanism, this book offers varied and creative tools for a better understanding of the Republic of today.

Available in PDF, EPUB and Kindle. Book excerpt: Analyzing changes in the role and place of NATO, European integration, and Franco-American relations in foreign policy discourse under Presidents Jacques Chirac and Nicolas Sarkozy, this book provides an original perspective on French foreign policy and its identity construction. The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.
