Book excerpt: Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".

In the paradigm of "evidence-based policy", "evidence" is understood in its broad sense as information that helps form policies. Nonetheless, within current practices and discourse, it is not clear what "information" is, what is really meant by "evidence", and how it can be obtained objectively. The book draws on papers presented at the International Forum on the Social Science-Policy Nexus, where experts examined current practices and problems in areas such as social policy, migration, urban policies and globalisation. The Forum set a precedent in terms of dialogue between researchers and policy-makers. The authors contribute to enriching and elucidating the most common conceptualisations of the research-policy nexus. They represent a rich diversity of views, although most agree that an effective strategy to enhance social science-policy linkages should be underpinned by a theoretical and methodological framework that takes into account the interplay of different social actors.

Conscient de l'exiguïté de son marché intérieur, de la faiblesse de ses ressources et de son niveau de développement, le Niger a, depuis les premières heures de l'indépendance, affirmé avec constance la nécessité de s'engager dans la voie de l'intégration régionale. L'objectif visé est de permettre le renforcement et l'accélération de son développement économique et social. Cette attention portée par le Niger à la question de l'intégration régionale est encore rendue plus nécessaire par sa position géographique au carrefour entre, d'une part, l'Afrique du Nord et l'Afrique du Sud du Sahara et, d'autre part, l'Afrique de l'Ouest et celle du Centre. Le Niger dispose de beaucoup de potentialités, notamment agro-pastorales et minières, dont l'exploitation dans un cadre sous-régional représente un véritable atout. Les secteurs les plus importants de l'économie restent l'agriculture et l'élevage. Ils représentent 44 % du total des exportations du pays en 2004 et participent au PIB respectivement, à 27 % et 10 % selon les statistiques officielles. Mais il faudrait prendre en compte d'autres secteurs tels que les mines, l'artisanat et le tourisme. L'intégration économique peut être ainsi un axe de développement du Niger pour peu que les secteurs intégrateurs constituant les piliers de l'économie nationale soient identifiés et exploités en conséquence.

Historiquement la Guinée enjambe toutes les formations politiques précoloniales qui ont rayonné en Afrique de l'Ouest, tels au XIXe siècle les empires d'El Hadj Oumar et de Samory. Culturellement, la Guinée est un résumé de toutes les populations de l'Afrique de l'Ouest avec des langues de grande diffusion comme le mandingue et le puular. Le paradoxe de la Guinée c'est d'avoir été le phare de la révolution africaine et d'avoir participé activement à toutes les initiatives de regroupement à l'échelle régionale et continentale, mais d'avoir enfermé sa population à double tour dans une dictature aveugle qui a obligé des millions de Guinéens à prendre le chemin de l'exil. Cet isolement physique, économique et intellectuel continue de paralyser sur le plan interne les efforts de reconstruction de l'économie et la marche vers plus de libertés démocratiques. En mai 2007, un séminaire national s'est tenu à Conakry sous l'égide de l'Unesco. Il a constitué une bouffée d'oxygène pour les chercheurs guinéens et leur administration en leur permettant de dialoguer pour la première fois et de sortir la Guinée de son isolement physique et intellectuel grâce à la présence des invités en provenance des pays voisins. Pays carrefour, la Guinée aspire aujourd'hui à jouer un nouveau rôle en Afrique de l'Ouest. Les pays de la CEDEAO ont besoin d'elle et de ses richesses agricoles, minières et hydro-électriques pour consolider et développer l'intégration régionale.
