Conscientes de cette variabilité comme des instrumentalisations auxquelles elle peut donner lieu, les responsables de ce numéro ont réuni une équipe internationale de chercheurs pour historiciser la notion et comparer ses déclinaisons en Europe au XXe siècle. L'unité du propos tient d'abord au questionnement partagé sur les occurrences du mot "crise" dans des conjonctures et avec des significations différentes. L'observation des relations entre discours politiques et scientifiques permet d'affiner la périodisation des phénomènes et d'éclairer des circulations transnationales, dans la formation des urbanistes aussi bien que dans la diffusion de l'idéologie néo-libérale à partir des années 1970. Le risque d'essentialiser la crise est ainsi évité, comme celui de sacrifier à "l'idole des origines" : ce sont bien les crises du logement comme constructions sociales et points de convergence des sciences sociales qu'il s'agit de mieux cerner. L'accent mis sur la part qualitative qui entre dans le diagnostic de crise est indissociable de l'attention portée aux indicateurs statistiques sur lesquels il se fonde. Les études réunies ici rendent enfin possible une comparaison entre les politiques et les expériences développées dans les démocraties occidentales, les régimes autoritaires du Sud et les démocraties populaires de l'Est. L'idée qu'on pouvait se faire a priori du rôle de l'Etat en est sensiblement nuancée. Ce n'est pas le moindre des apports de ce numéro aux réflexions sur le présent.

Book excerpt: Challenging the conventional wisdom that French environmentalism can be dated only to the post-1945 period, Caroline Ford argues that a broadly shared environmental consciousness emerged in France much earlier. Natural Interests unearths the distinctive features of French environmentalism, in which a large and varied cast of social actors played a role. Besides scientific advances and colonial expansion, nostalgia for a vanishing pastoral countryside and anxiety over the pressing dangers of environmental degradation were important factors in the success of this movement. Over the nineteenth and twentieth centuries, war, political upheaval, and natural disasters—especially the devastating floods of 1856 and 1910 in Paris—caused growing worry over the damage wrought by deforestation, urbanization, and industrialization. The natural world took on new value for France’s urban bourgeoisie, as both a site of aesthetic longing and a destination for tourism. Not only naturalists and scientists but politicians, engineers, writers, and painters took up environmental causes. Imperialism and international dialogue were also instrumental in shaping environmental consciousness, as the unfamiliar climates of France’s overseas possessions changed perceptions of the natural world and influenced conservationist policies. By the early twentieth century, France had adopted innovative environmental legislation, created national and urban parks and nature reserves, and called for international cooperation on environmental questions.
