Ce choix pourrait surprendre. En réalité, il se justifie pleinement, compte tenu des hypothèses de procédures négociées auxquelles tout pouvoir adjudicateur peut recourir, ainsi que de leur étendue. La partie III se rapporte aux règles d’exécution des marchés, présentées dans l’ordre « logique » de leur survenance et représentées de façon synoptique. La partie IV développe des questions complémentaires aux précédentes, mais néanmoins importantes, telles l’éthique, l’agréation et la sous-traitance. Enfin, la partie V explore les obligations de motivation et d’information, ainsi que les recours. L’ensemble de l’ouvrage, actualisé au 1er janvier 2015, s’appuie sur nombre d’exemples puisés dans la réalité ou la jurisprudence et il renseigne des astuces pratiques, profitables dans les contextes retenus.
