The Cochrane Town Council amended its Land Use Bylaw to --allow accessory (secondary) suites and garden suites; --increase densities in all residential zoning categories; --to create a new zoning category for multiples taller than four storeys; and the Town Council adopted a replacement Municipal Development Plan that incorporated new policies that addressed requirements for housing choice availability. by the summer of 1999, Cochrane was seeing positive results from the affordable housing project and the resultant regulatory reforms.
