As a result, inappropriate income policies may have been adopted in view of higher unemployment levels in developing countries during the 1980s. The rise in unemployment levels is often ascribed to income rigidity. A study of data in Cote d'Ivoire supports this view and shows that a fall in unemployment during the 1979-84 recession was a result of a rise in real income. The study, however, shows that, for some workers, income fell while the level of education and training rose during the same time period. These workers earned higher real incomes before the recession than after the recession.

En effet, des salariés bien payés sont plus productifs, en meilleure santé et moins stressés. La perspective de pouvoir toucher un bon salaire incite à faire des efforts de formation qui seraient négligés en cas d'incertitude sur les revenus futurs. L’entreprise engagera un salarié supplémentaire tant que la productivité marginale reste supérieure au salaire réel par unité efficiente de travail. Le salaire optimal, dit d’ « efficience », est tel que l’élasticité de l’effort par rapport au salaire est unitaire. Tout choc qui modifie la productivité du travail tend à modifier l’emploi sans changer le salaire réel optimal. Le chômage résultant est dû à cette rigidité du marché du travail. L’un des objectifs des théories des salaires d'efficience est de construire des fondements microéconomiques rationnels du chômage. Les conditions d'efficience des entreprises, liées à la maximisation du profit déterminent un équilibre de sous-emploi. Le chômage est le résultat d'un processus d'équilibre en situation d'asymétrie de l’information. La théorie du salaire d’efficience est généralement conçue dans les pays industrialisés, dont le principal atout réside, précisément, dans la productivité de leurs travailleurs. On peut également concevoir cette théorie dans les pays en voie de développement ; des travailleurs bien payés peuvent mieux se nourrir et deviennent en l’occurrence plus productifs, le chômage ne peut être éliminé par une baisse de salaire puisqu’il existe un salaire minimum en dessous duquel un travailleur devient inemployable. Une divergence réside dans la structure économique des PVD et des pays industrialisés. Une étude comparative entre ces deux catégories de pays est élaborée afin d’étudier l’impact du salaire d’efficience sur le niveau du chômage.
