Book excerpt: A l’origine de ce mémoire, le constat que les associations d’action social jouent une rôle majeur dans les politiques de lutte contre l’exclusion et la pauvreté de par le nombre de bénévoles qu’elles mobilisent, par le nombre de salariés qu’elles emploient, de personnes qu’elles reçoivent, par la capacités d’accueil qu’elle offrent et le volume des budgets qu’elles gèrent. De ce fait, les associations intègrent la sphère économique et de la gestion, gestion à la fois des budgets et des ressources humaines qui se doivent d’être de plus en plus qualifiées. En partant de l’hypothèse qu’une gestion rigoureuse des ressources humaines et le bénévolat ne sont pas incompatibles, ce mémoire porte sur l’application d’une GRH au secteur associatif, ce dernier étant caractérisé par un personnel pas nécessairement fidèle et par une finalité sociale. Pour traiter cette problématique, je m’ appuie notamment sur mon stage au sein du Secours Populaire Français, mon engagement bénévole dans cette même association et des entretiens effectués avec des directeurs d’associations. De façon générale, on peut conclure qu’un certain nombre de dérives affectent aujourd’hui les associations d’action sociale. La plus importante étant sûrement celle de la banalisation de leur gestion du personnel suivant un modèle "entrepreneurial”. Ce travail présente une approche générale de la gestion des ressources humaines bénévoles, chaque association mettant en place ses propres modes de recrutement ou ses propres moyens pour fidéliser ses bénévoles.
