The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society. The book presents policy and education as a multidimensional exchange between the postsecondary community, policy makers, and the behaviour and performance of educational systems and concludes that higher education is a key actor in the restructuring of the state. The Development of Postsecondary Education Systems in Canada shows how higher education policy has been driven by a changing political and economic imperative and examines the contradictions and unintended consequences of education policy. It does so by focusing on the implementation of performance-based accountability policies in France and in Quebec (Canada). It questions the trajectory of these policies, their mediations and their instrumentation in various territories and schools through a theoretical framework which combines a North American neo-institutionalist approach with the perspective of the French sociologie de l’action publique. The book extends the current international literature on English-speaking experiences of hard accountability to research on “soft” accountability policies and proposes a deep investigation in two highly contrasted education systems. This investigation is multilevel and has led to field research both in schools, in intermediate authorities, and in central administrations for three years. The research presented in the book addresses the international literature on accountability in public administration and in education, the current transformations of governance in education, as well as the forms taken by the globalisation of education policies in countries differently exposed to international influences. The comparison highlights a convergent neo-statist trajectory of the performance-based accountability policy in the two countries, various forms of governance by results enacted at the local and meso level, and more intense impacts of these policies on schools and teacher’s practices in Quebec than in France.

He was arguably America’s most significant higher education thinker and public policy analyst in the last 50 years of the 20th century and renowned globally. However, little thoughtful attention has been devoted to assessing the whole of his work. Some commentators misunderstand the man as well as his ideas. The California Master Plan for Higher Education of 1960 was one of his famous undertakings, as was his part in shaping the multi-campus University of California towards global eminence. He coined the word “multiversity” to describe what he called the “uses” of the university, but began to think it had become much too “multi”. Some of his most important work was as director of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies in Higher Education, which laid the foundation for sophisticated policy-making. The contributors honor the achievements of a remarkable man and provide portraits of him, but of equal importance are their critical discussions of the sources of his thinking, his attempts to balance access and merit in mass higher education circumstances, the policy issues that he confronted and the success of their resolution. For many of the contributors, Kerr’s work is the starting point for understanding policy issues in varying regional and national contexts. Often thought to be a social scientist eager to keep abreast of trends, Kerr was actually au fond a moralist and surprisingly old-fashioned in his personal values.

There has been comparatively little focus, however, on the historical content that students study, on how they study it and on how mastery of historical content contributes to students overall picture of a historical past. What sense do students make of the history that they are taught? Are students able to organise historical knowledge in order to form large scale representations of the past and what difficulties can children face in doing so?
