En este caso, y a diferencia del volumen anterior, solo dará cuenta de una experiencia: el Estado de la Europa Moderna. Es esta realidad, el Estado, y su contexto, la Europa Moderna, lo que va a constituir el foco de su explicación. Como en casi todos sus escritos, tanto anteriores como posteriores a los años en los que ocupó la Cátedra de Ciencia Política en la LSE, si hay algo que podamos destacar a priori es la originalidad y la capacidad de sugerencia de su interpretación. Bien por su condición de historiador que analiza la realidad política o bien por su personalísima interpretación de la realidad estatal, Oakeshott es capaz de presentarnos un fenómeno bien conocido, y estudiado, el nacimiento del Estado Moderno, de una forma ±creativamente novedosa.

En él, Oakeshott analiza el carácter del Estado moderno europeo y su evolución desde la baja edad media hasta hoy como un híbrido entre dos tipos de asociación política. En un tipo, que llama la "asociación como empresa", las relaciones entre los miembros de la sociedad, y de éstos con las autoridades, se dan en términos de un proyecto común, mientras que en otro, que denomina "asociación civil", se dan en términos de reconocer la autoridad de reglas que permiten a cada uno que atienda a sus propios proyectos. Entre estos dos tipos de asociación hay, desde hace siglos, una tensión irresuelta que Oakeshott trata de comprender mediante un análisis de las creencias y los discursos que les son propios, las circunstancias históricas que favorecen el relativo predominio de uno sobre otro, y las disposiciones del público que les son más afines. Así, Oakeshott piensa que hay cierta afinidad entre la "asociación como empresa" y la disposición de quienes ven la oportunidad del ejercicio de la libertad no como un estímulo y un signo de dignidad sino como una carga.
