En un tipo, que llama la "asociación como empresa", las relaciones entre los miembros de la sociedad, y de éstos con las autoridades, se dan en términos de un proyecto común, mientras que en otro, que denomina "asociación civil", se dan en términos de reconocer la autoridad de reglas que permiten a cada uno que atienda a sus propios proyectos. Entre estos dos tipos de asociación hay, desde hace siglos, una tensión irresuelta que Oakeshott trata de comprender mediante un análisis de las creencias y los discursos que les son propios, las circunstancias históricas que favorecen el relativo predominio de uno sobre otro, y las disposiciones del público que les son más afines. Así, Oakeshott piensa que hay cierta afinidad entre la "asociación como empresa" y la disposición de quienes ven la oportunidad del ejercicio de la libertad no como un estímulo y un signo de dignidad sino como una carga.
