This book argues that the Lebanese state failed to achieve any meaningful form of legitimacy from its inception in 1920 to its near-collapse during the civil war. However, by analysing different eras of Lebanese history, throughout the different presidential terms, the author challenges the general understanding of stability and governance to show that the absence of legitimacy and society support actually contributed to the persistence of the Lebanese state. More than this, the evidence shows that Lebanese state was at its most stable when it was regarded as illegitimate. The wider, implicit question thus asked in the book revolves around a case where illegitimacy within the state is what ensures its stability and survival. Based on primary sources including national archives and collections, institutional documents, personal memoirs, newspapers and journals, this book provides a rich survey on the development and functioning of Lebanese political institutions.

La question cruciale doit être posée, que ceux qui se prétendent hommes d’Etat ne cessent d’ignorer: quelle économie pour le Liban, et quel État peut mener à une telle économie ? Ce n'est ni une question technique ni technocratique, mais éminemment politique. Le Liban a eu quatre modèles dans l'histoire récente, culminant avec l’économie du pillage et de la redistribution règlementés (1985 jusqu'à hier), qui vient de s'effondrer. L'effondrement des finances publiques et du système bancaire sont les conséquences de l'effondrement du système politico-économique en place depuis le milieu des années 80 et institutionnalisé au début des années 90. Le livre, Une économie et un état pour le Liban, présente différents scénarios, différentes pistes pour que cette petite économie fonctionne de manière productive. Dans chacun de ces scénarios, une direction politique est nécessaire, dotée d’une vision sage et courageuse, libérée des handicaps sectaires pour mettre en place les politiques nécessaires. Une économie est composée d'abord de personnes (main d’œuvre) et ensuite de ressources, dont le capital. Pour ces deux éléments, une action publique globale est nécessaire. La crise financière, découverte en 2019, n’est pas un accident. Il faut déterminer ses causes, pour éviter de retomber dans la faillite, et pour construire un chemin vers l'avenir. Un examen minutieux des finances publiques, loin des manipulations comptables, révèle à quel point leur rôle s'est réellement adapté aux besoins de maintien du système politique lui-même. La conséquence ? Des effets négatifs importants et durables sur l'économie et sur la société libanaise. Par nature, le système économique politique libanais consomme des ressources dont du capital à travers l'accumulation de capital passif, et des êtres humains à travers le stock toujours croissant d'émigrants libanais. Pour éviter de consommer les ressources et le peuple du pays, un nouveau système économique politique est nécessaire. Cette transition exige un leadership politique ayant la sagesse de transformer l’économie du Liban et sa société et le courage d'être flexible dans la construction d'un système politique et économique durable. La flexibilité est nécessaire en raison des conditions changeantes, intérieures (comme la structure sociopolitique de la population) et régionales (comme la sécurité et la situation économique en Syrie). Le livre formule la préférence stratégique de manière rationnelle et factuelle en passant en revue de nombreux aspects critiques, y compris une discussion sur la politique monétaire et le régime de taux de change et les conséquences des pertes financières ainsi que l’impact de l’émigration. L'aspect le plus marquant du livre est sans doute l’exposé et la critique des alternatives, incluant les actions institutionnelles, comme le rôle des banques, de la politique monétaire et de la fiscalité. Des politiques basées sur des fondements solides sont suggérées pour des secteurs clés du pays (santé, éducation, logement, électricité, etc.). Des plans et des stratégies claires sont présentés pour la construction d’une économie forte et productive. Mais une économie forte ne peut être construite que lorsque les citoyens et les résidents du Liban sont respectés dans leurs droits et ne sont plus considérés comme des marchandises destinées à l'exportation. Une société forte et cohésive est nécessaire. Seul un régime politique fort, courageux et libre peut amorcer cette voie, et cela ne peut se faire que dans le cadre d'un État laïc.

Book excerpt: Decolonising the Mediterranean means, first and foremost, investigating how the legacy of colonial rule over bodies and land has been used by other entities and powers to impose new forms of hegemony after the fall of empires and European powers. It means denouncing and dissecting the tools employed in the production of new geometries of power in the global Mediterranean, as well as in the farthest, most recondite corners of the Mediterranean World. Decolonising the Mediterranean is an epistemological practice of border dismantling and scrutiny of the ways in which powers overlap and intertwine. The multiplication of the border is investigated in this volume from an in-between position, namely a specific positionality of subjectivities, in order to connect the global and local, and address Mediterranean issues with a transnational approach. Decolonising the Mediterranean means thinking of the Mediterranean as a space of investigation beyond its geographical boundaries. Finally, it requires deconstructing the power relations at play, viewing the Mediterranean as an excess space of signification in order to reconsider the past and present stories and subjectivities erased by Eurocentric, nationalist historical discourse. In this sense, the Mediterranean may, then, be more than a “method”: a matter of politics, or a space without borders where the future can be reinvented from the bottom up. This volume is structured into six chapters, each written by a different author focusing on a single North African, Maghreb and Mashrek country’s colonial legacy to investigate borders in a transnational perspective. While the research directions and topics of investigation adopted here are different, they can all be situated on the boundary line described above, and each chapter suggests a specific path for decolonising knowledge.
