Book excerpt: Until recently, state regulators have focused most of their attention on the development of least-cost or integrated resource planning (IRP) processes for electric utilities. A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers' short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners' (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

It addresses the need for IRP in the water industry and sets forth the fundamentals or components of the IRP process. Chapter 3 presents a summary of the water resource management and planning processes of all the water utility participants on this projects. It also provides detailed discussions of the lessons learned from the six case study utilities and the strengths and weaknesses of their approaches. The Massachusetts Water Resources Authority case study was conducted through on-site interviews. The remaining five case studies were conducted through telephone interviews and through a written survey designed by the research team. Chapter 4 synthesizes the information from the previous chapter and discusses strategies and opportunities for achieving success, with a detailed discussion on how to utilize stakeholders effectively. Chapter 5 introduces step-by-step guidelines toward implementing an effective IRP process. Chapter 6 contains insights and detailed discussions on how to calculate avoided costs, how to include externalities in the planning process, and how to conduct cost-benefits analyses of all the planning alternatives being considered. Two appendices follow Chapter 6. Appendix A contains the detailed case studies of the six water utilities. Appendix B contains the actual survey used by the research team to develop the case studies. Finally, the report concludes with a list of references cited in the text and two bibliographies.

Book excerpt: Since the mid-seventies, electric utilities were faced with escalating construction costs, growing environmental plus siting constraints and increasing uncertainty in demand forecasting. To cope with the increasing demand for energy services, utilities can either invest in supply-side options (new generation, transmission and distribution facilities) or in demand-side options. Demand-side options include, policies, programmes, innovative pricing schemes and high-efficiency end-use equipment (equipment providing the same or better level of services but using less energy or peak power). Recent experience in both North America and Europe show that demand-side options are usually cheaper and less damaging from the environmental point of view, and also their potential can be tapped in a shorter term than other supply-side options. This workshop was directed at the discussion and analysis of cost-effective methodologies to achieve the supply of electric energy services at minimum cost and minimum environmental impact. The programme included new developments in power planning models which can integrate both supply-side and demand-side actions. Quantitative assessments of the environmental impact of different supply-demand strategies were analyzed. Planning models which deal with uncertainty and use multicriteria approaches were presented. Case studies and experiments with, innovative concepts carried out by utilities in several countries were discussed. Load modelling and evaluation of demad-side programmes was analyzed. Additionally, the potential for electricity savings in the industrial, commercial and residential sectors was presented. New research directions covering planning models, programmes and end-use technologies were identified.

An IRP is developed by utilities to identify the optimal combination of demand- and supply-side resources needed to reliably meet forecasted demand for energy and capacity, including a planning reserve margin, over a future period. In addition to APS's obligation to serve the growing load in Arizona while minimizing costs, it is required by the state to adhere to the Renewable Energy Standard (RES) policy of 15 percent retail sales from renewable energy resources by 2025. The analysis described in the report aims to identify the optimal resource mix for APS to deploy to reliably meet the forecasted deficit and deliver 100 percent of its retail sales from zero-carbon sources by 2050, based on its recently announced goals. We analyzed three scenarios: Business-as-Usual (BAU), 100 Percent Clean Energy (Clean100) and 100 Percent Renewable Energy (RE100). The Business-as-Usual scenario serves as a reference, exploring what it would look like if APS only adhered to Arizona's current RES policy. The alternative scenarios explore two pathways to reaching zero carbon emissions electricity by 2050, using only carbon-free energy resources in Clean100 and only renewable energy resources in RE100. The results of our analysis show that while both alternative scenarios demonstrated the feasibility of a zero-carbon system, Clean100 provided the least cost pathway to achieving APS's zero-carbon electricity goal by 2050.

Key characteristics of this planning approach include: explicit consideration and fair treatment of a wide variety of demand and supply options, consideration of the environmental and other social costs of providing energy services, public participation in the development of the resource plan, and analysis of the uncertainties associated with different external factors and resource options. Integrated resource planning differs from traditional planning in the types and scope of resources considered, the owners of the resources, the organizations involved in resource planning, and the criteria for resource selection. This report presents suggestions to utilities on how to conduct such planning and what to include in their resource-planning reports. These suggestions are based on a review of about 50 resource plans as well as discussions with and presentations to regulators and utilities. The suggestions cover four broad topics; the technical competence with which the plan was developed; the adequacy, detail, and consistency (with the long-term plan) of the short-term action plan; the extent to which the interests of various stakeholders was considered, both in public participation in plan development and in the variety of resource plans developedand assessed; and the clarity and comprehensiveness of the utility's report on its plan. Technical competence includes energy and demand forecasts, assessment of supply and demand resources, resource integration, and treatment of uncertainty. Issues associated with forecasts include forecasting approaches; links between the forecasts of energy use and peak demands; and links between the forecasts and the effects of past, present, and future demand-side management programs.
