The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

ADB's 2012 Accountability Mechanism Policy mandates a triennial analysis of lessons learned, with a focus on the management of complaints elevated to this "last resort" mechanism. This report attempts to put into perspective the number, nature, and management of complaints from project-affected people as dealt with by project-level grievance redress mechanisms (GRMs) and by operational departments. It finds that most complaints are effectively addressed by GRMs and that the number of projects with complaints reaching the Accountability Mechanism is a small fraction of ADB's active portfolio. The recommendations are aimed at improving the future implementation of the policy.

The report presents the survey results on WEF Nexus teaching in South African higher and tertiary education institutions. The main findings of the survey are that; there is general knowledge of the WEF Nexus in the country, some of the institutions have been involved in WEF Nexus 'training' for a while now, WEF Nexus activities are found mainly in water-related departments at most institutions, WEF Nexus related work is mainly embedded in MSc and PhD research programmes, the WEF Nexus covered are wide but focused mainly on concepts, frameworks and application of models and tools. Most believed WEF Nexus should be focused on postgraduate students, and their institutions would welcome WEF Nexus-related teaching and learning. The deliverable also reports two WEF Nexus short course training undertaken in 2021 and 2022, initially virtually (due to Covid-19 restrictions) and then in person in 2022. The short courses were very well received, attracting more than 80 participants worldwide for the virtual versions and some 50 students for the in-person training. Details of the course contents of the training are presented in the report.

For students and schools, the implementation of any science standards rests with teachers.
