Book excerpt: In this compelling middle-grade graphic novel The Leak, Ruth, a young journalist, is determined to uncover a secret that threatens her town. Ruth Keller is brash and precocious; she argues with her dentist, her parents, and her teachers. So, when she discovers a strange black slime in the man-made lake of her suburban neighborhood, she decides to investigate. Fortified by the encouragement of those around her, Ruth seeks the truth at all costs, even if it means taking on the rich local country club owner, who she believes is responsible for the pollution. Between the teasing of former friends, and a sudden viral spotlight, Ruth discovers how difficult it is for a journalist to take a stand for what's right in the face of critique and controversy. From writer Kate Reed Petty and illustrator Andrea Bell, comes a story about corruption, pollution, and freedom of the press, and the young journalist at the center of it all.

Available in PDF, EPUB and Kindle. Book excerpt: How digital media are transforming Arab culture, literature, and politics In recent years, Arab activists have confronted authoritarian regimes both on the street and online, leaking videos and exposing atrocities, and demanding political rights. Tarek El-Ariss situates these critiques of power within a pervasive culture of scandal and leaks and shows how cultural production and political change in the contemporary Arab world are enabled by digital technology yet emerge from traditional cultural models. Focusing on a new generation of activists and authors from Egypt and the Arabian Peninsula, El-Ariss connects WikiLeaks to The Arabian Nights, Twitter to mystical revelation, cyberattacks to pre-Islamic tribal raids, and digital activism to the affective scene-making of Arab popular culture. He shifts the epistemological and historical frameworks from the postcolonial condition to the digital condition and shows how new media challenge the novel as the traditional vehicle for political consciousness and intellectual debate. Theorizing the rise of “the leaking subject” who reveals, contests, and writes through chaotic yet highly political means, El-Ariss investigates the digital consciousness, virality, and affective forms of knowledge that jolt and inform the public and that draw readers in to the unfolding fiction of scandal. Leaks, Hacks, and Scandals maps the changing landscape of Arab modernity, or Nahda, in the digital age and traces how concepts such as the nation, community, power, the intellectual, the author, and the novel are hacked and recoded through new modes of confrontation, circulation, and dissent.

This book was released on 2009-08-10 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee calls for better and more accessible procedures for civil servants to raise concerns about the conduct of government. A route should to be established whereby evidence that a minister had misled Parliament or the public could be reported to Parliament following a complaint by a civil servant. Leaks damage trust within government and trust in government. The Committee concludes that leak investigations are often hamstrung by the fact that many leaks are politically motivated, including leaks from ministers and special advisers. The most effective way to prevent leaks by civil servants is to have accessible, effective and visible ways for individuals to raise concerns about the conduct of government, either internally or through an external oversight body, the Civil Service Commissioners. The report makes the following key recommendations: the Civil Service Commissioners should have the power to report to Parliament evidence indicating that the government was misleading Parliament or the public or the fact that the Civil Service has refused to act on a justified complaint; the Commissioners should also conduct independent investigation of breaches of confidentiality by special advisers; the leaking of information should only be a criminal matter where there is a breach of the Official Secrets Act or there is evidence of serious criminal misconduct; the Cabinet Office, Heads of Departments and the Civil Service Commissioners should do more to ensure that potential whistleblowers know how to raise concerns and have the confidence to come forward with them.

Book excerpt: How the discovery of a harmless leak of radiation sparked a media firestorm, political grandstanding, and fearmongering that closed a vital scientific facility. In 1997, scientists at Brookhaven National Laboratory found a small leak of radioactive water near their research reactor. Brookhaven was—and is—a world-class, Nobel Prize–winning lab, and its reactor was the cornerstone of US materials science and one of the world’s finest research facilities. The leak, harmless to health, came from a storage pool rather than the reactor. But its discovery triggered a media and political firestorm that resulted in the reactor’s shutdown, and even attempts to close the entire laboratory. A quarter century later, the episode reveals the dynamics of today’s controversies in which fears and the dismissal of science disrupt serious discussion and research of vital issues such as vaccines, climate change, and toxic chemicals. This story has all the elements of a thriller, with vivid characters and dramatic twists and turns. Key players include congressmen and scientists; journalists and university presidents; actors, supermodels, and anti-nuclear activists, all interacting and teaming up in surprising ways. The authors, each with insider knowledge of and access to confidential documents and the key players, reveal how a fact of no health significance could be portrayed as a Chernobyl-like disaster. This compelling exposé reveals the gaps between scientists, politicians, media, and the public that have only gotten more dangerous since 1997. Peter Bond is a retired physicist who worked at Brookhaven National Laboratory for 43 years in a wide variety of roles, including interim laboratory director during much of the period covered by this book.

Available in PDF, EPUB and Kindle. Book excerpt: Secrets and Leaks examines the complex relationships among executive power, national security, and secrecy. State secrecy is vital for national security, but it can also be used to conceal wrongdoing. How then can we ensure that this power is used responsibly? Typically, the onus is put on lawmakers and judges, who are expected to oversee the executive. Yet because these actors lack access to the relevant information and the ability to determine the harm likely to be caused by its disclosure, they often defer to the executive's claims about the need for secrecy. As a result, potential abuses are more often exposed by unauthorized disclosures published in the press. But should such disclosures, which violate the law, be condoned? Drawing on several cases, Rahul Sagar argues that though whistleblowing can be morally justified, the fear of retaliation usually prompts officials to act anonymously--that is, to "leak" information. As a result, it becomes difficult for the public to discern when an unauthorized disclosure is intended to further partisan interests. Because such disclosures are the only credible means of checking the executive, Sagar writes, they must be tolerated, and, at times, even celebrated. However, the public should treat such disclosures skeptically and subject irresponsible journalism to concerted criticism.

Book excerpt: Written by a group of the nation's leading constitutional scholars, a deeply informed, thoughtful, and often surprising examination of who has First Amendment rights to disclose, to obtain, or to publish classified information relating to the national security of the United States. One of the most vexing and perennial questions facing any democracy is how to balance the government's legitimate need to conduct its operations-especially those related to protecting the national security-in secret, with the public's right and responsibility to know what its government is doing. There is no easy answer to this issue, and different nations embrace different solutions. In the United States, at the constitutional level, the answer begins exactly half a century ago with the Supreme Court's landmark 1971 decision in the Pentagon Papers case. The final decision, though, left many important questions unresolved. Moreover, the issue of leaks and secrecy has cropped up repeatedly since, most recently in the Edward Snowden and Chelsea Manning cases. In National Security, Leaks and Freedom of the Press , two of America's leading First Amendment scholars, Lee C. Bollinger and Geoffrey R. Stone, have gathered a group of the nation's leading constitutional scholars-including John Brennan, Eric Holder, Cass R. Sunstein, and Michael Morell, among many others-to delve into important dimensions of the current system, to explain how we should think about them, and to offer as many solutions as possible.

Book Synopsis Leak by : Max Holland

Book excerpt: Through the shadowy persona of "Deep Throat," FBI official Mark Felt became as famous as the Watergate scandal his "leaks" helped uncover. Best known through Hal Holbrook's portrayal in the film version of Bob Woodward and Carl Bernstein's All the President's Men, Felt was regarded for decades as a conscientious but highly secretive whistleblower who shunned the limelight. Yet even after he finally revealed his identity in 2005, questions about his true motivations persisted. Max Holland has found the missing piece of that Deep Throat puzzle--one that's been hidden in plain sight all along. He reveals for the first time in detail what truly motivated the FBI's number-two executive to become the most fabled secret source in American history. In the process, he directly challenges Felt's own explanations while also demolishing the legend fostered by Woodward and Bernstein's bestselling account. Holland critiques all the theories of Felt's motivation that have circulated over the years, including notions that Felt had been genuinely upset by White House law-breaking or had tried to defend and insulate the FBI from the machinations of President Nixon and his Watergate henchmen. And, while acknowledging that Woodward finally disowned the "principled whistleblower" image of Felt in The Secret Man, Holland shows why that famed journalist's latest explanation still falls short of the truth. Holland showcases the many twists and turns to Felt's story that are not widely known, revealing not a selfless official acting out of altruistic patriotism, but rather a career bureaucrat with his own very private agenda. Drawing on new interviews and oral histories, old and just-released FBI Watergate files, papers of the Watergate Special Prosecution Force, presidential tape recordings, and Woodward and Bernstein's Watergate-related papers, he sheds important new light on both Felt's motivations and the complex and often problematic relationship between the press and government officials. Fast-paced and scrupulously fact-checked, Leak resolves the mystery residing at the heart of Mark Felt's actions. By doing so, it radically revises our understanding of America's most famous presidential scandal.
