Book excerpt: The Naval Facilities Engineering Service Center (NFESC), Port Hueneme, California, and its industrial partners, Vista Engineering Technologies, L.L.C., and Vista Research, Inc, have demonstrated and validated (DEM/VAL) an innovative mass-based leak detection system for above ground storage tanks (ASTs). The Low-Range Differential Pressure (LRDP) system is a computer-controlled system that can reliably detect small leaks in ASTs, which range in size from 50,000 gal to ASTs with diameters of over 260 ft and containing over 10,000,000 gal of petroleum fuel. While no specific national regulatory requirements presently exist for ASTs, astringent state requirements are forcing Department of Defense (DoD) facilities to take their tanks out of service to install double bottoms and perform interstitial monitoring. With a validated, high-performance, in-tank leak-detection system for ASTs, like the LRDP, an alternative strategy is now available that is cost effective and does not necessitate taking the tank out of service. The results of the evaluation showed that the LRDP has the performance to meet the monthly monitoring and annual precision (tightness) test regulatory compliance requirements set for bulk underground storage tanks (USTs) using a test that takes less than 24 hours to conduct. This project was performed under the Environmental Security Technology Certification Program (ESTCP). The objective of the ESTCP is to demonstrate and validate innovative environmental technologies that are needed to address the environmental objectives of the DoD, that are cost effective, and that will be ready for development of commercial products and services at the completion of the DEM/VALs. All of the objectives of the project have been met, and the LRDP is ready for and is currently in commercial use.

Book excerpt: Leaking underground storage tank systems present an environmental concern and a potential health hazard. It is well known that leaks in the piping associated with these systems account for a sizeable fraction of the leaks. EPA has established performance standards for pipeline leak detection systems, and published a document presenting test protocols for evaluating these systems against the standards. This paper discusses a number of facets and important features of evaluating such systems, and presents results from tests of several systems. The importance of temperature differences between the ground and the product in the line is shown both in theory and with test data. The impact of the amount of soil moisture present is addressed, along with the effect of frozen soil. These features are addressed both for line tightness test systems, which must detect leaks of 0.10 gal/h (0.38 L/h) at 150% of normal line pressure, or 0.20 gal/h (0.76 L/h) at normal line pressure, and for automatic line leak detectors that must detect leaks of 3 gal/h (11 L/h) at 10 psi (69 kPa) within an hour of the occurrence of the leak. This paper also addresses some statistical aspects of the evaluation of these systems. Reasons for keeping the evaluation process "blind" to the evaluated company are given, along with methods for assuring that the tests are blind. Most importantly, a test procedure is presented for evaluating systems that report a flow rate (not just a pass/fail decision) that is much more efficient than the procedure presented in the EPA protocol, and is just as stringent.

Liquid- and vapor-phase detectors are tested for their ability to detect the presence of petroleum components in controlled laboratory settings. Pipeline leak detectors, tightness testing methods and automatic tank gauging systems are tested for their ability to reliably differentiate between non-leaking systems and systems with simulated leaks of specified sizes. Statistical inventory reconciliation methods are tested using real inventory data from tight tanks, including some simulated leaks. The results of these preliminary evaluations are discussed and compared. The test procedures allow manufacturers to demonstrate the effectiveness of their methods and help tank owners to ensure that the equipment or service they purchase complies with applicable regulatory requirements.
