Malgré ce déséquilibre l'économie a connu une prospérité pendant la période qui a précédé la guerre. Les efforts de réformes, de modernisation ainsi que l'option de libéralisation qui a été adopté par le Liban sous l'impulsion des thèses théoriques de l'école de la libéralisation financière, visant à renforcer le secteur financier afin d'améliorer l'affectation des ressources vers les projets productifs n'ont pas eu les effets attendus. Le marché de crédit reste très concentré et par suite inégalement réparti à divers égards. A cela il faudrait ajouter la concurrence effrénée que se livrent les deux secteurs, public et privé, pour accaparer les ressources bancaires disponibles. Ainsi, pour financer son déficit budgétaire, en demandant aux banques de souscrire aux bons du Trésor, le gouvernement use les capacités en liquide du marché. Néanmoins, ces efforts ont permis aux banques d'affronter l'ère de la mondialisation sans complexe. Un processus comme celui de la mondialisation ne peut être vraiment daté. Le nouvel environnement financier qui en a résulté peut être décrit comme un processus mû par la concurrence. Confronté à un tel environnement, le secteur bancaire libanais a-t-il su réagir ? Comment le secteur bancaire libanais peut-il réagir pour faire face à ce nouveau contexte économique sachant qu'il doit assumer son rôle au niveau national et régional ? Ce nouvel environnement pousse à s'interroger suu le rôle du secteur bancaire libanais dans le financement de l'économie.
