Available in PDF, EPUB and Kindle. Book excerpt: Public Expenditures, Growth, and Poverty assesses the efficacy of poverty reduction programs in Latin America, Africa, and Asia by synthesizing studies conducted by the International Food Policy Research Institute over the past ten years. Overall, the studies find that investments in agricultural research, infrastructure, and human capital are beneficial in the long term, while food aid and poverty reduction programs have little utility beyond immediately abating hunger and generating short-run income effects. The book develops a conceptual framework for analyzing public expenditures and their short- and long-run impact on poverty through various channels. It surveys spending trends and analyzes the effect of growing public investment on urban and rural poverty through case studies of India, China, Thailand, and Uganda. And it highlights the advantages of directing spending toward public works programs that engage impoverished peoples rather than using the limited aid money on food subsidies and other passive donations. Featuring discussions about the roles of various social safety net programs and a chapter devoted solely to the vexing poverty in sub-Saharan Africa, Public Expenditures, Growth, and Poverty will aid policy makers and encourage further, more analytic study of worldwide poverty reduction programs.

Book excerpt: This report answers the question: “What guidelines can be used to identify the types of agricultural investments that have the highest economic return, where “agriculture” is broadly defined to include primary production, handling, storage, transportation, distribution, processing, and retailing?” Using the literature and MCC’s ERR analyses, we explain how agricultural investments fit in a wider development context, identify information useful to MCC’s decision making that is not provided by the ERR analyses, and suggest IFPRI tools for exploratory and ex-ante evaluative analysis that MCC can use in their decision-making process.

In the medium term, growth is expected to return gradually to about 5 percent a year. However, the economy remains exposed to substantial risks.

Available in PDF, EPUB and Kindle. Book excerpt: Since the mid-1990s, sub-Saharan Africa has experienced an acceleration of economic growth that has produced rising incomes and faster human development. However, this growth contrasts with the continent's experience between 1975 and 1995, when it largely missed out on two decades of economic progress. This disparity between Africa's current experience and its history raises questions about the continent's development. Is there a turnaround in Africa s economy? Will growth persist? 'Africa at a Turning Point?' is a collection of essays that analyzes three interrelated aspects of Africa's recent revival. The first set of essays examines Africa's recent growth in the context of its history of growth accelerations and collapses. It seeks to answer such questions as, is Africa at a turning point? Are the economic fundamentals finally pointing toward more sustainable growth? The second set of essays looks at donor flows, which play a large role in Africa's growth. These essays focus on such issues as the management and delivery of increased aid, and the history and volatility of donor flows to Africa. The third set of essays considers the recent impact of one persistent threat to sustained growth in Africa: commodity price shocks, particularly those resulting from fluctuations in oil prices.

Average growth was relatively strong in 1995–2005 and accompanied by a large drop in poverty incidence. Due partly to a series of exogenous shocks, growth decreased to an average of 3.3 percent in 2006–11. As a result, per capita income increased only modestly and poverty incidence barely decreased during this period and remains high.

Available in PDF, EPUB and Kindle. Book excerpt: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition, but they do not explain why the poor countries are four times less productive than the rich ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the investor ranking, is based on infrastructure, human capital and total factor productivity. The second, exporter ranking, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that does not mean you are not vulnerable.--Publisher's description.
