Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. This report is meant to support Cameroon s efforts to build the skills of its workers. This report reaches conclusions and offers policy recommendations to answer six questions: What has been the trajectory of Cameroon s economic growth? Which sectors have contributed to growth? What jobs are being created? What types of skills are being used in the sectors where the highest percentages of the population are employed? What are the demand and supply barriers to skills? Which policies and institutions are in play? Are they sufficient? What needs to or could be reformed? Cameroon has good prospects for moving to middle-income status. It can create a more dynamic, responsive workforce. But a new strategy is required. It can be done.This report proposes new directions and provides recommendations. Outcomes are expected. Work has never been easy. But many have been working and Cameroon can work."

A recent Communication by the Commission of the European Communities bears witness to this new awareness at the European level. The dramatic revolution at the work place over the last decade, brought about by rapidly evolving technologies and marked by structural change, has forced firms to consider human resources as the main asset upon which to build their future. «Investment in training» has thus become the new key concept by which private corporations justify their long term policies for the mobilization and improvement of human resources. This report is about the need for and risks of further integration of work and learning. It has been written to accompany the preparation of a future programme of activities in this field and is largely based on discussion that took place during a 3 day international workshop organised by the European Centre for Work and Society and funded by the European Cultural Foundation. The first part of the report contains a general analysis of the problems of work and learning and addresses the question of why, and to what extent work and learning is defined as problematic. This part makes use of the discussions held during the workshop but also draws heavily on additional information. The second part closely follows the workshop discussions which focused on four important dimensions of work and learning, and attempts to draw up a number of relevant issues for further research or other action. The third and final part of the report presents a summary of the principal open questions identified by our short survey of the problematic.

Book excerpt: Some scholars argue that education systems across the western world are becoming increasingly similar due to the influence of transnational discourses and organizations. Others believe that education is the panacea for all problems of social cohesion. After all, aren't the well-educated usually more tolerant, civically engaged and trusting than the poorly educated? This book critically examines both claims. It finds that western countries still differ markedly on key aspects of their education systems and that these differences reflect distinct political traditions and different responses to a set of competing normative and political principles. The findings further suggest that raising the average education level is unlikely to be an effective strategy for promoting social cohesion. Instead, more promising are policies targeting the opposite ends of the lifelong learning continuum: universalizing pre-school education and care and promoting adult education with a pronounced second chance character.
