Comparatively, little has been written on the subject of Diversion – early, upstream interventions aimed at deflecting individuals from a pathway of radicalization. This volume addresses this gap in scholarship by analyzing the strategies being deployed worldwide, aimed at diverting or deflecting individuals, and communities, from the path of radicalization. Disengagement – which is often necessary when one has already progressed past the 'at-risk' stage – is also addressed, given that social workers, counselors and other practitioners do not necessarily find the distinction between the two a critical issue in practice. What matters is which upstream approaches work, and what shows promise, amongst individuals and communities. Case studies range across the Global North and South, presented by both academics and practitioners. Contributions address approaches that have proven useful, strategies which should be given deeper scrutiny before being employed – and what should be avoided.

Focusing on on two key policy areas, welfare and employment, the book asks why America has had such uneven success at incorporating African Americans and other minorities into the full benefits of citizenship. Robert Lieberman explores the historical roots of racial incorporation in these policy areas over the course of the twentieth century and explains both the relative success of antidiscrimination policy and the failure of the American welfare state to address racial inequality. He chronicles the rise and resilience of affirmative action, including commentary on the recent University of Michigan affirmative action cases decided by the Supreme Court. He also shows how nominally color-blind policies can have racially biased effects, and challenges the common wisdom that color-blind policies are morally and politically superior and that race-conscious policies are merely second best. Shaping Race Policy has two innovative features that distinguish it from other works in the area. First, it is comparative, examining American developments alongside parallel histories of race policy in Great Britain and France. Second, its argument merges ideas and institutions, which are usually considered separate and competing factors, into a comprehensive and integrated explanatory approach. It does not recognize racial or ethnic groups either as legitimate social or political categories or as targets for policy. Nevertheless, the book embarks in testing existing theories on the experience of discrimination, and on the diverse repertoire of collective action to fight discriminatory practices in France. It features chapters that draw on empirical qualitative research done at various levels of political action (city, regional or national) and focusing on various actors (inhabitants, activists, administrative, judicial and elected officials). The contributors argue that far from disappearing, race operates at the political level and is embedded in policy design. They highlight the centrality of institutions and policies in the production of a colour-blind racial regime. Despite the hostile character of the French political environment, the fight against discrimination takes renewed forms, from infrapolitical tactics to legal battles. While the social sciences have, themselves, been under attack, scholarship on France demonstrates the reproduction of ethnoracial inequalities and investigates the forms that resistance to discrimination takes.
